NEW YORK POWER AUTHORITY TO HOLD PUBLIC FORUM

 NEW YORK, Dec. 18 /PRNewswire/ -- The New York Power Authority said Friday that it has selected a new location and date for a public forum on a proposed increase in rates for "replacement power" provided to industries in Erie and Niagara Counties.
 The forum will be held at 11 a.m., Thursday, Feb. 4, 1993, in Room 106A of the Buffalo Convention Center at Convention Center Plaza, Buffalo.
 Power Authority Chairman Richard M. Flynn said the change was in response to concerns that the previous site in Elma was not easily accessible and that state legislators would have commitments in Albany on the original date, Jan. 11.
 "We want to encourage and facilitate attendance by all interested persons," Flynn said. "It was not our intent to exclude anyone. When we became aware of potential problems, we moved as quickly as possible to get a new date and site."
 Flynn noted that the two previous replacement power rate forums were held in Niagara Falls, "so we thought it would be fair to have this one in Erie County."
 Power Authority trustees had authorized the forum last month to obtain comments about the rate plan, under which replacement power would remain among the nation's cheapest electricity for industry.
 The trustees will consider comments at the forum and written statements before acting on the rates. Information on the rate proposal may be obtained from Anne Wagner-Findeisen, Corporate Secretary, New York Power Authority, 1633 Broadway, New York, N.Y. 10019, 212-468-6113.
 Replacement power is 445,000 kilowatts from the Power Authority's Niagara Power Project that is reserved under federal law to replace electricity that had been sold to Western New York industries from two Niagara Mohawk Power Corp. plants.
