 NEW YORK POWER AUTHORITY CHAIRMAN TO DISCUSS POWER PURCHASES
 New York Power Authority Chairman Richard M. Flynn will discuss hydroelectric power purchases from Quebec at a meeting of the City Club at 1 p.m. on Friday, February 21.
 TIME: 1 p.m. (luncheon begins at noon)

 Flynn is expected to focus on economic and environmental reviews now under way in New York State and Canada with respect to the Power Authority's pending contract to buy 1,000 megawatts of hydroelectric power from Hydro-Quebec for use in the New York Metropolitan area.
