Byline: Douglas Haberman Daily News Staff Writer

Lee Baca Leroy David Baca (b. May 27 1942, East Los Angeles, California) is the Sheriff of Los Angeles County, California.

After graduating from Benjamin Franklin High School (Los Angeles) in 1960, Baca worked his way through East Los Angeles College before starting with the L.A.

The 56-year-old Baca vowed to be an in-the-field sheriff.

``I'm fit and ready, and I'm prepared to work in the jails, as a bailiff bailiff

Baca promised to make fighting gangs his top priority.

He also said he will recommend appointment of an inspector general to examine the nation's largest jail system.

The new sheriff said he will seek $100 million more for the department to make up for years when its budget was cut by $190 million. Baca said he wants to add 800 deputies, including 300 detectives, in the department with 14,500 budgeted positions.

Baca, a Pasadena resident, plans to start a leadership institute for everyone in the department, including himself. One of the goals will be to teach sensitivity to cultural diversity, he said. ``We're against racism, we're against homophobia, we're against sexism, we're against bigotry and we're against anti-Semitism,'' Baca said to applause.

Baca promoted 15 people Monday, including five to his top command staff. Of the 15, two are African-American men, one is a Latino man, two are white women and 10 are white men.

The ceremony Monday included a poignant moment when Sheriff Emeritus Peter Pitchess, standing with the aid of a walker, got some help from Baca's son, Deputy David Baca, to pin the badge on the new sheriff.

Pitchess roused applause when he gave Baca some advice: ``You are the sheriff. You and your colleagues will run this department and brook no interference.''

Performing the invocation was Rabbi Steven Jacobs of Temple Kol Tikvah in Woodland Hills. Noting that Baca ran against incumbent Sheriff Sherman Block, Jacobs told Baca: ``You have made decisions that now give you the opportunity to be a great and sensitive leader.''

Block died in the last week of the campaign at age 74.

``My only regret is Sheriff Block couldn't be here to support this effort,'' Baca said. ``I know he would - from the bottom of my heart. And I do miss him.''
