NEW $2.5 MILLION PLANT TO MAKE DECORATED TINPLATE PACKAGES FOR CONSUMER PRODUCTS STARTED IN MARYLAND BY FRENCH-BRITISH COMPANY, CARNAUDMETALBOX

 BELCAMP, Md., March 29 /PRNewswire/ -- After 20 years of exporting decorated tinplate containers to the U.S. as promotional packaging for consumer products, Europe's and the world's largest tinplate packaging manufacturer -- CarnaudMetalbox -- began operations here at a new $2.5 million plant.
 The facility, the company's first in the U.S. to produce these fancy containers, will have immediate access to the company's storehouse in Europe of tooling for 600 to 700 different sizes, shapes and designs of containers. According to Richard Tonkyn, manager of the new U.S. operation, who is executive vice president, promotional packaging, for CarnaudMetalbox Enterprises, Inc., the company's reservoir of tooling for these containers is the largest in the world.
 Initially, the new 50,000 sq. ft. facility will generate 25 to 38 jobs, and within three years, an estimated 35 to 55 jobs, Mr. Tonkyn said. Operating on a single 8-hour shift, the plant's two production lines can manufacture about four million decorative tinplate containers annually, Mr. Tonkyn said. Two shifts cab raise the potential output to about eight million tins.
 Also participating in the startup ceremony were Maryland's Governor William Donald Schaefer, Gerard Stricher, group managing director of specialty packaging for CarnaudMetalbox, based at corporate headquarters in Paris, and James Neill, the company's business director for Promotional Packaging, of Notts, England.
 For the U.S. market, CarnaudMetalbox now supplies fancy tinplate containers for leading brands of food, cosmetics, tea, coffee, wines and liquor, candy and other products.
 Jobs Imported To U.S.
 "Moving the source of these containers from Europe to the U.S. represents essentially an import of jobs to America," Mr. Tonkyn declared.
 "We are committed to the U.S. market," declared Mr. Tonkyn. "We are here to stay. We are encouraged by new signs of a strengthened U.S. economy and we believe we can contribute to its growth as well as to our own. Our two decades of experience in supplying the U.S. market on an export basis, as well as in supplying many European affiliates of major American companies, have convinced us that our capabilities are unique."
 The production process is unique in its flexibility, as well as its ability to produce complex and exotic shapes. Also significant, the CarnaudMetalbox official said, is the company's long experience in turning out tins of many designs, with curved and flat corners, and with lids that are hinged or removable. Their decoration is offset printed on the tinplate, in as many as 10 colors.
 Why Maryland Chosen As Site
 "Maryland was chosen as the site for the new plant, because of its location at the heart of our customer base," Mr. Tonkyn added.
 "Also, this part of the state has a history of producing tinplate containers, so the support services and subcontracting skills that will be needed are close at hand," he added.
 In addition, Maryland offers quick access to New York City and other key CarnaudMetalbox customer centers, he noted. Modern maritime facilities at the port of Baltimore are linked to Maryland's high speed transportation network, including easy access to interstate highways, two railroad lines and two airports, Mr. Tonkyn explained.
 The CarnaudMetalbox Promotional Packaging business already operates dedicated manufacturing facilities at sites in Mansfield and Carlisle in England, and at Chatillon in France. Sales offices other than in Belcamp are located in Mansfield, England; Paris, France; Mijfrecht in the Netherlands; Milan, Italy, and Dusseldorf, Germany.
 Other divisions of CarnaudMetalbox operate 15 manufacturing plants in the U.S. and Canada. Two are in Canada, the others are in 11 states in the U.S. They produce cosmetic containers, closures for food jars, as well as product handling equipment for packaging and manufacturing industries.
 CarnaudMetalbox is the third largest packaging company in the world, with 160 factories in 32 countries and more than 30,000 employees. Worldwide sales in 1992 were 24.8 billion French francs.
