NEIGHBORS WANT TO CAN CENTER RECYCLING TRUCK DRAWING ADDICTS, HOMELESS?

SYLMAR - Residents are expected to call today for tougher operating controls of a recycling center they say is a magnet for drug addicts and prostitutes.

The mobile service run out of a truck on the corner of Astoria Street and San Fernando Road San Fernando Road is a major street in the city and county of Los Angeles. It starts off in Castaic as The Old Road, passing through Santa Clarita and the Newhall Pass, where upon its intersection with Sierra Highway near the junction of the Golden State (I-5) and the  is like dozens of others throughout the city that have caught the ire of annoyed neighbors and frustrated officials.

``It's a magnet for the homeless. First they get money for the plastic, then they turn around and get beer. They get drunk,'' said Greg Noyes, who lives across the street from a center. He is one of 56 neighbors who signed a petition to protest ``the criminal activity, homeless people, trash and debris'' it attracts.

Located in a mini-mall parking lot, the area surrounding the site smells of urine and used condoms can be found along the streets.

A native of Northeast Los Angeles, Councilmember Reyes represents many of the neighborhoods he grew up in including Lincoln Heights and Cypress Park.  have introduced several motions aimed at curbing such activities, including mandating a one-year inspection program and a violator tracking program.

``This is a quality-of-life issue,'' said Eva Kandarpa, a spokeswoman for Perry. ``It's important there is no illegal dumping, people aren't urinating in the streets and creating problems for their neighbors.''

The council is expected to take up the proposed rules next month.

Residents say the neighborhood has slid downhill since the center opened in 2000 and some neighbors are afraid to send their children to the corner store. Their concerns were echoed at a neighborhood meeting with Councilman Alex Padilla Alex Padilla is a politician in California. He was elected as the State Senator for the 20th District of California in November 2006 and was inaugurated in early December. In order to enter the Senate he had to resign as Councilman for the 7th District on the Los Angeles City  this week. Bill Mabie, district director for Padilla, said his office staff has been frustrated. Now, there is no timely mechanism in place to shut down such facilities.
