MCLEAN, Va.--(BUSINESS WIRE)--Sept. 3, 2002

NCI See Liberate.  Information Systems, Inc. (NCI), the IT systems "partner of choice" for government and commercial customers, today announced the appointment of Thomas T. Reinhardt as Vice President of Homeland Security Business Development.

He will be responsible for leading the company's Homeland Security effort to deliver systems and services to support federal, state and local counter-terrorism requirements and will report directly to David E. Gardner, Senior Vice President, Corporate Sales and Marketing.

A West Point graduate, Mr. Reinhardt served in several positions during his distinguished military career. He served on the White House staff, first in the Office of Management and Budget The Office of Management and Budget (OMB), formerly the Bureau of the Budget, is an agency of the federal government that evaluates, formulates, and coordinates management procedures and program objectives within and among departments and agencies of the Executive Branch.  and then on the National Security Council staff. He was later appointed the Executive Secretary and Chief of Staff to the Presidential Commission that investigated the space shuttle Challenger accident.

Mr. Reinhardt also served as the Military Assistant to the U.S. Ambassador to the North Atlantic Treaty Organization North Atlantic Treaty Organization (NATO), established under the North Atlantic Treaty (Apr. 4, 1949) by Belgium, Canada, Denmark, France, Great Britain, Iceland, Italy, Luxembourg, the Netherlands, Norway, Portugal, and the United States.  (NATO) and was on the Department of the Army staff overseeing a major financial irregularity investigation in the intelligence community.

In 1989 Mr. Reinhardt was appointed by President George H. W. In the private sector, Mr. Reinhardt successfully led Litton PRC's law enforcement business development efforts from 1993 to 1999 when he joined Pricewaterhouse Coopers Consulting as Business Development Manager. In 1993, Mr. Reinhardt was awarded the Edmund J. Randolph Award by the U.S. Attorney General's office for organizing the federal law enforcement response to the Los Angeles riots.
