NATURAL GAS COMPANIES ANNOUNCE ENERGY ASSISTANCE EDUCATION PROGRAM

 PITTSBURGH, Nov. 30 ~PRNewswire~ -- Community leaders and representatives of Western Pennsylvania's major natural gas utilities today urged families on low or fixed incomes to apply immediately for heating bill assistance from the Low Income Home Energy Assistance Program (LIHEAP), which opened today.
 As the result of federal and state funding cutbacks, the amount of assistance available for the 1992-93 program has been reduced, and the application period shortened from six to three months.
 LIHEAP funds for the 1992-93 program have been significantly cut from the 1991-92 level. Pennsylvania will receive $91 million of federal funds for the 1992-93 LIHEAP campaign, compared with $103 million for 1991-92.
 It is estimated that over a million households in Pennsylvania may be qualified to receive LIHEAP funds. Both homeowners and renters are eligible. Many of those who have received LIHEAP funds in the past are senior citizens, single mothers or families with small children.
 Last year, more than 142,000 Pennsylvanians received LIHEAP I funds to help pay their natural gas bills, averaging $200 per grant. Another 6,000 families received additional funds through LIHEAP II (Crisis), which averaged $260 per grant. This crisis component aids people in emergency situations, such as households that have no heating fuel or those more than $200 in arrears on a payment agreement with their gas company.
 LIHEAP eligibility is based on household income and family size. Individuals who earn less that $10,215 are eligible for the energy assistance funds. For each additional family member, household income can increased by no more than $3,570.
 LIHEAP assistance is a grant, and does not have to be paid back. No lien is placed on the homes or property of those who receive funds.
 A major education campaign to inform people about LIHEAP is being funded by Columbia Gas of Pennsylvania, Equitable Gas Company and Peoples Natural Gas Company. The campaign includes radio and newspaper advertising, bus posters, bill inserts and an extensive outreach program utilizing community organizations, area banks, food pantries and unemployment offices.
