Robert Prentiss (R-Colonie) has proposed legislation that would enact the Waste Tire Management and Recycling Act of 2003 to fund state efforts to abate abate v. to do away with a problem, such as a public or private nuisance or some structure built contrary to public policy. This can include dikes which illegally direct water onto a neighbors property, high volume noise from a rock band or a factory, an improvement existing scrap tire stockpiles; develop in-state markets for recycling stockpiles and newly generated waste tires; and reimburse local fire districts for tire fires A tire fire is a slow-burning fire that occasionally occurs at dumps where tires are being stored. It is a specific form of landfill fire. They are noted for being difficult to extinguish, and therefore can burn for long periods. . Additionally, the bill would require state agencies to give due consideration to the use of scrap tires in all appropriate construction and engineering activities that are publicly funded. The legislation would be funded by $1.75 fee per new passenger car tire. Larger vehicles, including vans and SUVs, would be charged $2 per new tire. This would be an additional fee on top of the tire disposal retailers charge currently. Tire retailers would retain 25 cents of the fee. The fund is expected to raise $15 million to $17 million annually.
