In Mansfield, Conn. Meridian recently closed a 10-year fixed rate mortgage of $14 million -- 88% of cost -- at 225 basis points over the 10-year Treasury bill treasury bill n. a promissory note issued in multiples of $10,000 by the U. S. Treasury with a maturity date of not more than one year. (See: treasury bond, treasury note) on a 408 unit garden apartment complex. The loan closed in 45 days. The transaction was negotiated by Morris Diamant and Matthew Texler.
