Mixed signals are occurring in the rental housing market. A strong positive was higher rent increases and improved Net Operating Income Operating Income

Renter Households

The sharp rise in homeownership to record levels resulting from aging Baby Boomers See generation X.  and very low mortgage interest rates may be moderating. Homeownership continues to rise with every age group except those 65-69 years of age. The renter's share of total households has risen from a record low of 30.8 percent in the fourth quarter of 2004 to 31.3 percent in the second quarter of 2006. This change in the renter's share translates into 550,000 more rental households.

Household Growth

One factor in higher rent increases is improved household growth and housing demand, including rentals. Households had increased by only about 625,000 in 2003, as job growth was limited. Employment growth began to improve in 2004, and households rose by 1.5 million in 2004 and 1.7 million in 2005. Echo Baby Boomers are entering the housing market in increasing numbers and most will be renters at first.

Health of the rental apartment market is dependent on the strength of the labor markets. Employment growth strengthened in 2004 and jobs increased by annual rates of over 2 million beginning in the middle of last year and continuing until the spring of this year and then started to ease. The rate of growth through the summer dropped to under 1.8 million.

Construction

Multifamily construction starts, through September of this year, declined by 4.6 percent from a year ago. Condo/co-op starts over the same period rose by 24 percent. Condo/co-op starts almost matched rental starts, a historical first.
