Note: Regions include only HDI (human development index) countries,
while the total includes all UN member countries, excluding high-income
OECD members.

The HDI is not compiled for all UN Member States because not all
countries have sufficient data available to calculate the necessary
indices. Therefore, while the data in the HDI report demonstrates the
wealth of available human development statistics, they also show many
gaps in data on critical human development issues. The HDI was created
to re-emphasize that people and their lives should be the ultimate
criteria for assessing the development of a country, not economic
growth. Thus, the HDI measures a country's achievements in three aspects
of human development: longevity, knowledge and a decent standard of
living.
