The heart of the $7.2 million first phase will be a roughly 30,000-square-foot field maintenance building that will include three work bays, plus offices and storage areas, said U.S. Army National Guard Capt. Shaun Martin, a civil engineer and the project manager.

Martin said the maintenance building, as well as sidewalks, curbs and all other infrastructure for the complex, should be completed by mid-October.

Martin said he expects to award the contract for the project's second phase, which will include the 120,000-square-foot main armory facility, by the end of September. Under the authority and direction of the governor as commander-in-chief, the agency is responsible for planning, establishing, and  will send out a request for proposals in about two months to design and build it, Martin said.

The second phase also will include outbuildings of several hundred square feet each. Martin said construction on the second and final phase should begin this fall and finish in 12 to 18 months.

When complete, the reserve center will consolidate three branches of the military as well as a U.S. Forest Service office.

The complex, on 22.5 acres, will house an Army National Guard battalion battalion

The combination will free up existing facilities, including the Eugene Armory on Martin Luther King Jr. Boulevard and the Naval Reserve/Marine Corps complex at 13th Avenue and Chambers Street Chambers Street is a street in Edinburgh, Scotland, at south of the Old Town. The street is named after William Chambers of Glenormiston, the Lord Provost of Edinburgh who was the main proponent of the 1867 Edinburgh Improvement Act, which gave permission for the street's , both in Eugene.

The Military Department bought the Springfield property in 2003 for $1.4 million after a 10-year battle with neighbors over a proposed 35-acre site north of 30th Avenue near Lane Community College.

The Russell Creek Neighbors Association blocked the military from building the complex there by filing a series of state and federal lawsuits based on worries over noise, transportation, wetlands and other natural resource concerns.

The Springfield site, in comparison, is zoned for light-medium industrial uses and didn't require major land use changes or draw the ire of neighbors.

Martin said that by consolidating the Army, Marine and naval facilities under one roof, the federal government hopes to substantially cut operations and maintenance costs.
