, FACPE FACPE Fellow of the American College of Physician Executives , was selected by Modern Healthcare magazine as one of its top 25 minority executives in health care. Butler is acting CEO (1) (Chief Executive Officer) The highest individual in command of an organization. Typically the president of the company, the CEO reports to the Chairman of the Board.  of Louisiana State University Health Care Services Division (HCSD) in Baton Rouge, La. The April 7, 2008, issue of the health care business news weekly featured Butler on the cover and examines minority leadership and inclusion in health care executive management in its cover story "Sustainable Diversity." Trained in general and gastrointestinal surgery, Butler also continues to practice surgery, As acting CEO, Butler oversees seven public hospitals, nearly 300 clinics, more than 9,000 employees, and a budget of more than $800 million. He designs and directs the patient care delivery system, clinical information systems and the continuous improvement of care management programs. He is also responsible for the disease management programs and medical staff training, all directed towards the improvement and measurement of the quality of care of the LSU HCSD. Butler received his undergraduate degree at Amherst College, his medical degree at Tulane University School of Medicine History

IT IS ASHAME WHEN THERE ARE SO MANY HOSPITALS IN LOUISIANA THAT CARRY THE NAME LSU BEFORE THEIR HOSPITAL NAME, AND YET WHEN YOU ARE REFERRED TO A DIFFERENT ONE IN ANOTHER TOWN FOR A DIFFERENT DOCTOR, NOT ONE OF THEM KNOWS THE OTHER AS FOR AS COMMUNICATION GOES. YES, THEY MAY HEARD OF THE NAMES OF OTHER HOSPITALS THAT ARE LINKED WITH LSU, BUT NO COMMUNICATION. I HAVE EPILEPSY SINCE I WAS AROUND 8 YRS OLD, AND STILL TRYING TO GET A DOCTOR WHO WILL COME IN THE OFFICE AND LISTEN TO MY SYMPTOMS AND CONCERNS, BEFORE TAKING OUT A PRESCRIPTION PAD BEFORE I AM FINISHED. THIS ONE HERE IN LAKE CHARLES, TRIED TO GIVE ME TWO MEDICATIONS ON TWO SEPARATE VISITS THAT I AM ALLERGIC TO. MY CHART WAS RIGHT IN FRONT OF HIM. THE LADY I SPOKE WITH IN BATON ROUGE AT THE LSU HOSPITAL, HAD ARRANGED FOR THE REFERRAL I WAS ""FINALLY "" GIVEN TO SEE A NEUROLOGIST TO BE SEEN SOONER THAN 3 OR 4 MONTHS, WE WOKE UP AT 2:00 A.M. LEFT AT 3:30 A.M. GOT IN SHREVEPORT AT THE LSU HOSPITAL THERE AT 7:00 A.M. APPT. FOR 8:00 A.M. HAD TO WAIT DOCTORS RUNNING LATE IN A MEETING. THEN THE DOCTOR I WAS TOLD I WOULD BE SEEING WASN'T EVEN AT THE HOSPITAL, IT WAS A DIFFERENT ONE WHO KNEW NOTHING ABOUT ME SEEING THE OTHER ONE. THE NURSE SAID THAT HE ONLY HELP TO SET UP THE APPT. WELL, I WAS TOLD AND INFORMED DIFFERENTLY. I THANKED THEM FOR THEIR TIME AND APOLOGIZED FOR WASTING IT, SAID THEY WERE NOW ABLE TO MOVE ONTO ANOTHER PATIENT. IF DOCTORS AND HOSPITALS, INSURANCE FORMS, PROOF OF INCOME, IF THEY ALL WANT HONESTY FROM ME, FINE, BUT IF I TAKE ALL THIS TIME AND TRY ALL THESE YRS, TO SEEK MEDICAL HELP AND STAY ON THE PHONE FOR 2 OR 3 DAYS STRAIGHT TRYING TO FIND OUT WHO I HAVE TO TALK TO, WELL THEN THEY SHOULD SHOW RESPECT FOR PATIENTS, AND KNOW WHAT IS GOING ON AND USE THEIR OWN PHONES TO MAKE PHONE CALLS LIKE I DO. AND THIS MR. BUTLER, OR WHOM EVER IS CEO OVER LSU SYSTEM HEALTH CARE DIVISIONS, YOU NEED TO GET IN TOUCH WITH LOWER LOUISIANA, TRY SENDING IN FAKE PATIENTS AND SYMPTOMS AND SEE WHAT WE GO THROUGH, ESPICIALLY WITH DR. LIE IN LAKE CHARLES, AFTER ONE REFERRAL, IT TURNED OUT TO NO GOOD, HE FAILED TO HAVE ME SCHEDULED AND RUN ALL PROPER TESTING THAT SHREVEPORT NEUROLOGY NEEDED, YOU KNOW, MINE IN PARTICULAR, AN MRI, PUT ME ON TWO NORCOTICS AND SCHEDULED ME FOR CT SCAN AND EEG, EEG, NEVER WAS DONE , I WAS TOO DOPED UP AND GUESS WHAT HE NEVER RESCHEDULED ONE EITHER. TOOK ME OFF ONE MEDICATION ONLY TO PUT ME BACK ON IT AGAIN IN 2 WEEKS, HAD THE PHARMACY AT THEIR OWN HOSPITAL CALLING OTHER PHARMACIES TO FIND OUT ABOUT THE DOSAGE OF A PRESCRIPTION HE HAD NEVER SEEN PRESCRIBED, THEN HAD TO WAIT 2 MORE HOURS FOR THEM TO FIND MY CHART AND THE DOCTOR REWRITE THE SAME PRESCRIPTION IN THE CORRECT DOSAGE. ON OCTOBER 21,2008I WENT THROUGH PRIMARY CARE CLINIC, WHICH IS NOW ALSO ASSOCIATED WITH THE ER, ALSO KNOWN TO SOME AS "FAST TRACK", I WAITED 15 HOURS, DUE TO MIS-COMMUNICATION BETWEEN THE GLASS WINDOWS AND THE BACK, WHICH WHEN THE WORKERS AT THE WINDOWS OPEN THE DOOR TO LEAVE OUT, THEY ARE RIGHT THERE WHERE YOUR PAPER WORK GOES AND THE DOCTORS. ISN'T THAT, SOME KIND OF COMMUNICATION. I TALK WITH AN ADVOCATE IN BATON ROUGE WITH THE LOUISIANA EPILEPSY FOUNDATION, AN ADVOCATE WITH THE LSU MOSS REGIONAL HOSPITAL, TALKED WITH A FEW PEOPLE WITH LSU LAFAYETTE, WHICH I WAS GIVEN A REFERRAL FOR AN ENT TO SEE BUT NOT TIL FEBRUARY , AND SPOKEN WITH MANY WORKERS,WHETHER IT BE SOCIAL, ADVOCATES, HUMAN RESOURCE, MANY PEOPLE IN SHREVEPORT, AND AS I ALSO SAID A LADY IN BATON ROUGE LSU HOSPITAL. AND HERE I AM MIS-COMMUNICATION BETWEEN THE LSU HOSPITALS, IF I HAVE TO CONTINUALLY DO ALL THIS, BY ALL MEANS START SENDING ME A PAYCHECK. I AM TIRED OF BEING A QUITE PERSON, AND WILL NOT TAKE ANY MORE OF THIS. THEY ARE LIKE TEENAGERS IN SCHOOL, THEY DO ENOUGH WORK TO GET THEM TROUGH, WITHOUT GETTING IN TROUBLE. WHAT ARE YOU TRYING TO DO ABOUT IT MR. BUTLER. I AM QUITE SURE YOU HAVE DARN GOOD HEALTH COVERAGE AND NEVER HAVE TO WAIT, NOR YOUR FAMILY.
