 health secretary Julio Frenk Dr. Julio José Frenk Mora (b. December 20, 1953, Mexico City) is a Mexican physician and former Secretary of Health of Mexico. Dr. Frenk is currently head of the Grupo Carso Health Institute, an organization funded by Mexican billionaire Carlos Slim.  announced in June June: see month.  2002 that tobacco company advertising will be banned from radio and television beginning in 2003. Tobacco companies have also agreed to print health warnings that take up 25% of the label on cigarette packs. Smoking is currently linked to five deaths per hour in Mexico and costs the government nearly $3 billion--or 6-12% of its annual health care budget--in treatment costs for smokers with health problems related to their habit.
