Message from the National President.


By the time this magazine is published, we will have gone through a change of administration at the national level. One of the great strengths of our nation is the productive relationship between the career executives and managers and the political appointees. The new leadership will appoint people with outstanding qualifications and purpose to these responsible positions.

Like their predecessors, they will find in place a superior cadre of professional civil servants. That is a great attribute. I suggest that no nation has a cadre of civil servants more willing to work within the new political environment and to assist in accomplishing their programs. Whoever takes over will be met with dedication, loyalty, and outstanding analytical support. New programs will be started and worthwhile programs will be continued. This ability to provide stability while making profound policy changes is a great strength to which we all contribute and one of which we can be justifiably proud.
