By Men for Gender Equality Now--Kenya and Zambia

Men for Gender Equality Now Equality Now is a non-governmental organization that works to protect the human rights of women around the world. The group provides an international framework for spreading awareness of issues and providing support to local grassroots groups working to address issues of concern to  is a FEMNET initiative that was mooted in 2001 as a result of a regional man to men consultation in Nairobi. This was in view of FEMNET's recognition that the fight for gender equality necessitated the need to involve boys and girls boys and girls

The initiative has held a number of consultations, conferences, seminars as well as community based campaigns. In 2003, the initiative decided to mark the annual 16 days of activism against violence against women held from November 25 to December 10 in an extraordinary manner: the Men's Traveling Conference (MTC mtc - A Modula-2 to C translator.

). This involved men traveling by bus from several countries to Malawi. The MTC drew participants from Kenya, Zambia, Ethiopia and Malawi. The MTC culminated in a two-day conference at the Capital Hotel in Lilongwe.

The main objective of the MTC was to send a message to men in the towns and countries passed through that violence against women and the HIV/AIDS HIV/AIDS Human Immunodeficiency Virus/Acquired Immune Deficiency Syndrome  pandemic pandemic /pan·dem·ic/ (pan-dem´ik)

In addition to this, the members of the MTC aimed to:

* Increase the number of men involved in the campaign through participatory activities including drama, song, discussions, written materials, media interviews and press coverage;

* Recruit and mobilise male supporters at all levels and sectors including grassroots, media personnel, religious leaders, private sector, the youth, community leaders and the transport industry in Ethiopia, Kenya, Tanzania, Malawi and Zambia through the MTC:

The MTC involved groups of men from Zambia and Kenya travelling to Lilongwe, Malawi by bus and sensitising Noun 1. sensitising - rendering an organism sensitive to a serum by a series of injections

. She gave the participants encouragement with her presence, words of motivation and inspiration and volunteered to register the network. The group made several stopovers all over Tanzania in towns such as Arusha, Moshi, Chalinze, Iringa, Mbeya, Songwe and spent as much time as we could singing along to the songs of the professional musicians who had accompanied us. In addition to this, we distributed campaign materials that were part of the multi-media kit (comprised of t-shirts, caps, posters, stickers and flyers) produced by FEMNET and engaged members of the public in discussions on GBV and HIV/AIDS.

The major problem participants had in Tanzania was that although there may be a high literacy level amongst the public, it referred to reading and writing in Swahili and not English, which was the primary language used to communicate in our written material. Most Kenyan participants found it hard to converse in the grammatically perfect Swahili that Tanzanians are used to. The Tanzanians met, however, were friendly and eager to hear about what the group had to say. They asked us to publish material in local languages and in provide them with preventive measures of contracting HIV/AIDS.

The group spent two days in Tanzania and reached Malawi on the third. The Malawian contingent met us at the border and together, we went to a nearby town called Karonga for a sensitisation Noun 1. sensitisation - the state of being sensitive (as to an antigen)

 campaign. We sang songs and danced in a bid to create awareness The Malawian group presented a hilarious play that educated the public on the dangers of GBV and the need to put and end to it.

The next stop was Mzuzu town where we set camp for the night. The morning was spent attending a church service at St Andrews Coordinates:  St Andrews (Scottish Gaelic: Cill Rìmhinn) is a city and former royal burgh on the east coast of Fife, Scotland. It is named after Saint Andrew the Apostle.  Anglican Church, There we spread our gospel of gender equality and sang a few songs that the congregation danced along to. The pastor emphasised the need to do away with stigmatisation of those living with HIV/AIDS.

ZAMBIA

Ten men from the Men's Network Project of the Zambia National Women's Lobby participated in the Men's Travelling Conference (MTC) to Malawi. The group was made up of individuals from various walks of life and from different professional backgrounds including psychosocial psychosocial /psy·cho·so·cial/ (si?ko-so´shul) pertaining to or involving both psychic and social aspects.

 counsellors, teachers, media practitioners and social workers. This diversity gave the group the leverage needed to undertake public awareness campaigns, on gender-based violence (GBV).

On November 29, 2003, departure, we conducted public awareness campaigns In Nyimba district. On November 30, 2003, we conducted public awareness campaigns in Katete and Chipata districts of Eastern Province. In Nyimba, the campaigns were conducted at the markets while in Karate and Chipata, the awareness campaigns were done at bus stations and the markets. On the way back to Zambia, public awareness campaigns were conducted in Chipata, Sinda and Chongwe districts. The target places were chosen as they attract a lot of people from different backgrounds at any given time. To attract people, the we at the bus stations and markets, played drums, sung songs and performed dances. This generated curiosity and helped attract scores of people. We used the Public Address (PA) System to reach out to as many people as possible out the journey to and from Malawi.

During the public awareness campaign, focus was placed on sensitising the general public on:

We left Chipata for Malawi on November 30, 2003 for the main proceedings of the conference that took place at the Le Meridian Capital Hotel, Lilongwe.

December 1-3, 2003. Lilongwe, Malawi

The first day of the conference coincided with World AIDS day World AIDS Day, observed December 1 each year, is dedicated to raising awareness of the AIDS pandemic caused by the spread of HIV infection. AIDS has killed more than 25 million people, with an estimated 38.  and participants had a plenary session Plenary session is a term often used in s to define the part of the conference when all members of all parties are in attendance.

These sessions may contain a broad range of content from Keynotes to Panel Discussions and are not necessarily related to a specific style of delivery.
 to deliberate on issues of GBV and HIV/AIDS. The conference was officially opened by the Malawian Minister for Youth, Sports and Culture, Henderson Mabeti. The participants numbering 70 discussed problems and proposed solutions on GBV and HIV/AIDS. There were contributions from each participating country concerning the trip to Lilongwe, as well as personal testimonies on GBV and HIV/AIDS.

Some of the most touching testimonies were those of Mr Kazisonga and police superintendent Willie Mwaluka. Mr Kazisonga is a person living with HIV/AIDS. He recounted how he got infected and how he has dealt with his status. Determination and faith, he says, is what got him through. He adds that PLWHAs want is love, acceptance and equal opportunity. Mwaluka was a victim of GBV. This came as a surprise as most people do not think of male police officers as possible victims of GBV. Participants were told how hard it was for Mwaluka to live with an abusive spouse who was, coincidentally co·in·ci·den·tal

A lot of issues came to the fore during the deliberations.

Culture and Tradition

First and foremost, from all the presentations, what was note worthy was that all the participating countries acknowledged the fact that GBV was deep rooted and deep seated. It was pointed out that though GBV cuts across sex, women and girls are the major victims. Wife battery, marital rape, child defilement, forced wife inheritance, property grabbing, early marriages and female genital mutilation female genital mutilation: see circumcision.  were identified as major forms of GBV that women and girls are subjected to. These forms of GBV are mainly founded on culture and tradition. They have been exacerbated by limited knowledge of the concept of gender and GBV and the failure to prosecute the perpetrators of GBV.

Lack of Service Provision for Survivors

Secondly, the conference noted that in spite of the persistence of GBV, support services support services Psychology Non-health care-related ancillary services–eg, transportation, financial aid, support groups, homemaker services, respite services, and other services  for survivors are either non existent, inadequate or shunned. Cases of GBV are trivialised and regarded as family matters while law enforcement agencies A law enforcement agency (LEA) is a term used to describe any agency which enforces the law. This may be a local or state police, federal agencies such as the Federal Bureau of Investigation (FBI) or the Drug Enforcement Administration (DEA).  are identified as unsupportive to survivors of GBV. The media was identified as trivialising issues of gender. Other than reporting cases of GBV, there are no deliberate efforts on the part of the media to sensitise the general public on inter alia [Latin, Among other things.] A phrase used in Pleading to designate that a particular statute set out therein is only a part of the statute that is relevant to the facts of the lawsuit and not the entire statute. , the forms and consequences of GBV on families and society as a whole. More so, no deliberate efforts were being made to educate the general public on laws relating to GBV.

The Lack of involvement of Men combating GBV and HIV/AIDS

While it has been officially conceded, publicly acknowledged and, through research, proved that men are the major perpetrators of GBV and transmitters of HIV/AIDS, the conference noted that men are not actively involved in initiatives to combat GBV and HIV/AIDS. For instance, men are not actively involved in support and care for those affected and infected by HIV/AIDS, advocacy against GBV and for better services for those affected, and or in fighting stigma and the marginalisation Noun 1. marginalisation - the social process of becoming or being made marginal (especially as a group within the larger society); "the marginalization of the underclass"; "the marginalization of literature"

Ineffective Legal System and Lack of Access to/High Cost of Legal Service

Participants learnt that, in all four countries, there are no gender-specific laws that would allow prosecution of perpetrators of GBV. For instance, the requirement of consent from the office of the Director of Public Prosecution (DPP DPP - Dining Philosophers Problem ) to initiate private prosecution is cumbersome and ineffective. Even where some laws exist, the majority have inadequate knowledge of and access to legal services legal services n. the work performed by a lawyer for a client. .

The second day of the conference was dedicated towards fieldwork, during which participants conducted public sensitisation campaigns in four townships of Lilongwe. These town ships were: Mitundu, Chilende, Kawale and Kanengo. The areas were densely populated pop·u·late

 and friendly police were always at hand to control the crowd. The campaign was interesting because there was active participation by the locals Participants performed skits and dances and had personal conversations with a number of people. They noted that although the majority of the public were aware of basic facts about HIV/AIDS, they were unwilling to talk about it or use preventive measures. This is because of what they considered to be cultural constraints. GBV was said to be rife in most areas but no significant action seemed to have been taken to stem it.

In all the townships, the participants conducted public awareness campaigns focusing on various forms of GBV; the negative ramifications of GBV; and what to do when confronted by GBV. In all the townships, the awareness campaigns were conducted at public places, namely markets places and bus stations In total, a population of about five thousand (5,000) was reached out to.

Arising from the awareness campaigns and the conference, the following recommendations were advanced:

* Governments and Parliaments within our region should urgently enact and enforce laws that would regulate and provide an enabling environment for combating GBV and stemming the spread of HIV/AIDS, for instance by the enactment of tbe Domestic Violence Laws;

* Civil society should accelerate advocacy for and closely monitor the implementation of laws and the governments' compliance with international women's and human rights standards;

* In the implementation of national gender policies and enforcement of laws, Ministries/ Departments of gender should work with all service delivery institutions to ensure gender sensitive, comprehensive and integrated services In computer networking, IntServ or integrated services is an architecture that specifies the elements to guarantee quality of service (QoS) on networks. IntServ can for example be used to allow video and sound to reach the receiver without interruption.  including justice for survivors, provision of survivors' support services, stiffer sentences for perpetrators and provision of appropriate health services health services Managed care The benefits covered under a health contract ;

* GBV, whether committed by men or women, should be treated as a criminal offence;

* Governments should undertake judicial reforms to make justice/services more accessible, especially for vulnerable and poor groups including GBV survivors, people infected by HIV/AIDS as well as orphaned children:

* Legal literacy should be integrated in the education curricula at all levels in order to conscientise society about their rights and how to claim, demand and defend them;

* The network should mobilise, educate and conscientise the public particularly men and the media on GBV and HIV/AIDS and involve them in order to ensure they become effective partners in the men's movement The men's movement is a social movement that includes a number of philosophies and organizations that seek to support men, change the male gender role and improve men's rights in regard to marriage and child access and victims of domestic violence.  for gender equality;

* The Ministries/Departments of gender should advocate with governments, the donor community and other partners to increase support to men's networks, recognising them as key stakeholders Stakeholders

All parties that have an interest, financial or otherwise, in a firm-stockholders, creditors, bondholders, employees, customers, management, the community, and the government.

The group also noted that Malawi has a well established community-policing project where civilians volunteer to act as community officers and help to curb crime in their areas

. The group traveled to Salima town, which is not far from Lilongwe and spent time resting and getting to know each other better. The most striking thing about Malawi is the cleanliness of the towns and the friendliness of its people.

Resolutions

Arising from the issues discussed during the MTC, the participating men's networks dedicated themselves to the eradication of GBV and to combating the spread of HIV/AIDS by:

* Working closely with governments to advocate for the implementation of the recommendations as above;

* Expanding and strengthening respective national men's networks by mobilising more men and undertaking on-going activities;

* Sharing experiences and encouraging the formation of men's networks in other African countries with no men's network initiatives;

* Strengthening national, regional and global partnerships through effective communication and sharing of lessons and experiences;

* Enhancing sensitisation and awareness campaigns through the mobilisation and inclusion of the media, legal experts, judicial officials, traditional leaders, law enforcement agencies, health providers, human rights activists and local communities in our activities:

* Modifying language and terminology to effectively communicate messages on GBV and HIV/AIDS including, for example, language for use in courts, among peers, between different age groups, with children, in the media and the translation of messages in different languages; and

* Working closely with traditional leaders to sensitise and conscientise our society to get rid of traditions and cultural practices that encourage OBV OBV Obviously

GBV and HIV/AIDS constitute a crisis given the ever-rising cases being reported, Paradoxically, the problem has become pervasive at a time when the nation is still grappling with the HIV/AIDS pandemic. From the experience of the public awareness campaigns and the deliberations of the MTC. a lot remains to be done if the twin problems of HIV/AIDS and GBV and are to be successfully addressed.

The twin problems of GBV and HIV/AIDS, undoubtedly perpetrated by men, present an enormous challenge that requires multi-faceted strategies. These include intensifying public awareness campaigns in order to identify, uproot and redress the causes of GBV and HIV/ AIDS; enlisting men as gender activists and conducting gender training workshops for new members to enable them to effectively implement gender activism programmes. There is the need to lobby governments to revisit and strengthen/enact legislation to do with GBV to protect women and girls from GBV and HIV/ AIDS.

 de communication principale de nos documenta. Plusieurs participants kenyans ont eu des difficultes de communication en ce Swahili grammatical parfait parle par les tanzaniens. Mais ceux que le groupe a rencontres ont ete tres aimables desiraient ardemment ecouter le message que le groupe avait a leur transmettre. Ils nous ont demandes de produire nos documents en langues locales et de leur communiquer les mesures preventives qu'il est convenable d'appliquer pour se proteger du VIH/SIDA.

Apres avoir passe deux en Tanzanie, le groupe est arrive au Malawi le troisieme jour. La delegation du Malawi nous a rencontres a la frontiere et ensemble nous nous sommes rendus a Karonga, une villa voisine dans laquelle nous avons dirige une campagne de sensibilisation. Dans le cadre de nos activites da sensibilisation, nous y avons presente des chants et des danses. Le groupe du Malawi a presente une piece de theatre animee dont le but etait d'eduquer le public sur les dangers de la VFS et la necessite de l'eliminer.

Dans cette eglise aussi nous avons passe le message de l'egalite entre les sexes et presente quelques chants au rythme desquels la congregation a danse. Dans son discours, le pasteur a mis l'accent sur la necesaite d'arreter la stigmatisation des personnes vivant avec le VIH/SIDA.

Le groupe etait constitue d'individus de toutes les couches sociales et da differentes professions, y compris les conseillers, les enseignants, les journalistes et les ouvriers sociaux. Cette diversite a donne au groupe la force necessaire pour conduire les campagnes de sensibilisation sur la violence fondee sur le sexe (VFS).

Au cours de la campagne de sensibilisation, notre sensibilisation du public a surtout porte sur les sevices exerces sur les femmes, le viol viol, family of bowed stringed instruments, the most important ensemble instruments from the 15th to the 17th cent. Le groupe a quitte Chipata pour le Malawi le 30 novembre 2003 et a participe a la conference qui a eu lieu a l'hotel Le Meridien capital, a Lilongwe.

Le premier jour de la conference coincidait avec la Journee mondiale du SIDA et les participants ont eu une pleniere pour discuter de la VFS et du VIH/SIDA. La conference a ete officiellement ouverte par le ministre de la jeunesse, des sports et de la culture du Malawi, M. Henderson Mabeti. Les 70 participants presents ont discute des problemes et propose des solutions pour la VFS et le VIH/SIDA. Chaque paya participant a fait des apports sur le voyage de Lilongwe et donne des temoignages personnels sur la VFS et le VIH/ SIDA.

Certains des temoignages les plus frappants etaient ceux de M. Kazisonga et de l'officier superieur M. Willie Mwaluka. M. Kazisonga est une personne vivant avec le VIH/SIDA. Il a relate comment il a contracte le virus et comment il vit sa situation. Il a declare que c'est grace a la determination et a la foi qu'il s'en sort. Il a ajoute que l'amour, l'acceptation et l'egalite des chances, sont indispensables aux personnes vivant avec le VIH/SIDA. Quant Quant

Culture et Tradition

Tout d'abord, de toutes les presentations, ce qu'il fallait retenir, c'est que dans tous les pays partenaires, il a ete note que la VFS etait ancree et bien etablie dans toutes les societes. Deuxiemement, la conference a note que malgre la persistance de la VFS, des services de support aux survivantes sont soit inexistants, soit inadequats et evites. Des cas de VFS sont consideres comme sans importance et relegues aux questions familiales ; d'autre part, les agences chargees de l'application des lois sont hostiles aux survivantes de la VFS. Il a ete note que les medias prennent les questions de genre la legere. Au lieu de rapporter les cas de VFS, les medias ne font pas d'efforts deliberes de sensibiliser le grand public sur les formes et consequences de la VFS sur les familles et la societe en general. D'autre part, des efforts deliberes d'eduquer le public general sur les lois relatives a la VFS ne sont pas entrepris.

Manque d'engagement des hommes dans la lutte contre la VFS et le VIH/SIDA

Systeme legal inefficace et manque d'acces aux services legaux couteux

Les participants de cette conference ont appris que dans tous les cinq pays, il n'y a pas de lois sexo-specifiques qui permettent des actions judiciaires contre les auteurs de la VFS. A titre d'exemple, l'exigence de consentement du bureau du Directeur des actions judiciaires publiques, (DAP) avant d'initier une poursuite judiciaire est ennuyeuse et inefficace. Meme avec l'existence de certaines lois, la majorite a une connaissance et un acces inadequats l'acces aux services legaux.

Le deuxieme jour de la conference a ete consacre aux travaux de terrain, au cours desquels les participants ont conduit des campagnes de sensibilisation publiques dans les quatre quartiers suivants de Lilongwe: Mitundu, Chilende, Kawale and Kanengo. C'etaient des quartiers densement peuples et des forces de la police aimables etaient toujours presentes pour controler la foule. La campagne etait interessante parce qu'il y a eu une participation active de la population locale (programming) locale - A geopolitical place or area, especially in the context of configuring an operating system or application program with its character sets, date and time formats, currency formats etc.

Ils ont note que bien que la majorite du public soit au fait de connaissences de base sur le VIH/SIDA, a cause de ce qu'ils considerent des contraintes culturelles, ils ne voulaient ni en parler, ni utiliser des mesures preventives. Dans tous les quartiers, les participants ont fait campagne en mettant l'accent sur des formes variees du VIH/SIDA, les ramifications negatives de la VFS, et les mesures qu'il convient de prendre face a la VFS. Les campagnes de sensibilisation conduites dans ces quartiers ont eu lieu dans les lieux publics, notamment dans les marches et les arrets de bus. Selon les estimations, pres de 5000 personnes ont ete sensibilisees.

Suite aux campagnes de sensibilisation et a la conference, les recommandations suivantes ont ete faites :

Les gouvernements et les parlements de notre region devraient de toute urgence promulguer et appliquer les lois qui permettent la regulation et la creatien d'un environnement favorable la lutte contre la VFS et l'elimination du VIH/ SIDA, par exemple en promulguant les lois contre les violences domestiques;

* La societe civile devrait accelerer des efforts de plaidoyer en faveur de la mise en oeuvre des lois et surveiller de pres l'application par les gouvernements de normes internationales relatives aux droits de l'homme et particulierement aux droits de la femme.

* Dans le cadre de la mise en oeuvre de politiques nationales sur le genre et de la mise en vigueur des lois, les ministeres et departements de genre devraient travailler en collaboration avec toutes tes institutions pour assurer des services integres, polyvalents et sensibles au genre y compris des jugements plus severes envers les auteurs et l'offre de services sanitaires appropries.

* La VFS, qu'elle soit commise par des hommes ou par des femmes, devrait etre traitee comme un crime.

* Les gouvernements devraient entreprendre des reformes judiciaires pour rendre les services de la justice plus accessibles, specialement pour les groupes vulnerables et ceux des pauvres, notamment des survivants de la VFS, les personnes infectees et les orphelins du VIH/ SIDA;

* Il convient d'integrer des etudes de droit [French, Justice, right, law.] A term denoting the abstract concept of law or a right.

 dans le programme scolaire a tous les niveaux afin de conscientiser la societe sur leurs droits et les procedures legales pour les reclamer, les exiger et les defendre :

* Le reseau devrait mobiliser, eduquer et conscientiser le public, particulierement les hommes et les medias sur la VFS et le VIH/ SIDA et les faire participer afin de s'assurer qu'ils deviennent des partenaires egaux dans le mouvement d'hommes en faveur de l'egalite de genre;

* Les Ministeres et departements de genre devraient plaider en faveur de l'augmentation de soutien des reseaux d'hommes aupres des gouvernements, de la communaute de donateurs et d'autres partenaires, et les reconnaitre comme des acteurs cles dans les campagnes axees sur l'egalite de genre, notamment des efforts visant l'elimination de la VFS et celle Celle (tsĕl`ə), city (1994 pop. 73,670), Lower Saxony, N Germany, on the Aller River. * Travailler de pres avec les gouvernements pour assurer la mise en application des recommandations faites plus haut ;

* Elargir et renforcer les reseaux nationaux respectifs d'hommes en mobilisant plusieurs autres hommes et en poursaivant les activites courantes;

* Partager des experiences et encourager la formation de reseaux d'hommes dans d'autres paya africains ou de tels reseaux d'hommes n'existent pas encore ;

* Renforcer les partenariats au niveau national, regional et mondial Mondial can refer to:

* Modification de la langue et la terminologie pour communiquer effectivement des messages sur la VFS et le VIH/SIDA y compris, par exemple, le langage de differentes entites telles que des tribunaux, des pairs, celui des differents groupes d'age, celui des enfants, celui des medias ainsi que la traduction des messages en differentes langues, et

* Travailler de maniere concertee avec les dirigeants traditionnels pour sensibiliser et conscientiser notre societe a abandonner les pratiques culturelles et traditionnelles qui encouragent la VFS et la propagation du VIH/ SIDA.

Compte tenu des cas de plus en plus nombreux qui en sont rapportes, la violence fondee sur le sexe et le VIH/SIDA sont des crises sociales. Paradoxalement, le probleme devient de plus en plus omnipresent om·ni·pres·ent
