Medicaid rules to be delayed under House bill


A summary of the seven Medicaid rules affected by a moratorium the House is voting on Wednesday:

_Mandates that states require providers to submit written treatment plans and objectives for each patient to improve transparency and speed recovery

_Tightens case management procedures. Critics say it would fragment services for children in foster care by barring child welfare agencies from being paid for providing Medicaid services.

_Bars Medicaid funding of some transportation services for children with disabilities.

_Redefines how states can tax providers as a way to help pay for Medicaid expenses.

_Limits certain outpatient services covered by Medicaid, including dental and vision services.

_Bans Medicaid payment for graduate medical education programs.

_Limits Medicaid payments to amounts that do not exceed costs for some safety net institutions such as hospitals and nursing homes.
