Bosley provides excerpts from two US Government Accountability Office Reports on the national response to large-scale disasters by relief organizations in conjunction with FEMA (Federal Emergency Management Agency). The reports review FEMA's responsibilities in mass care and the roles and capabilities of five voluntary organizations--the Red Cross, the United Way, the Salvation Army, the Southern Baptist Convention, and Catholic Charities--as well as assessing their resources for sheltering and feeding and challenges they face in staffing, training personnel, identifying and dedicating financial resources, and strengthening government links. They make recommendations to FEMA and discuss the National Response Framework, the role of National Voluntary Organizations Active in Disasters in information sharing, and improvements FEMA has made to services.
