The linkage between environment and development was globally recognized in 1980, when the International Union . SAICM also promotes capacity building, technology transfer, and improved chemicals management, allowing better implementation of international treaties on chemicals such as the Basel Convention The Basel Convention (verbose: Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal) is an international treaty that was designed to reduce the movements of hazardous waste between nations, and specifically to prevent transfer of  on the Transboundary Movement of Hazardous and Other Wastes. Three core documents from the Vienna meeting are expected to be adopted at a February 2006 conference in Dubai.
