Mainstreaming gender on the road to Johannesburg.

During PrepCom II for the World Summit on Sustainable I Development (WSSD) in New York in February 2001, women from every region of the world gathered each morning at the women's caucus to network and strategise.

The idea of a women's caucus was born at the 1992 Earth Summit in Rio de Janeiro and emerged as an avenue for all civil society actors to participate in the proceedings. Women's advocacy at Rio resulted in 172 references to women and the recognition of women as one of the Major Groups in Agenda 21, the official outcomes document of the conference.

Ten years later, women are using the women's caucus to challenge the effects of heightened globalisation and a system of economic imbalances that perpetuate poverty and environmental degradation in both developing and developed countries.

During the WSSD in Johannesburg, women asked why the Rio commitments had not been implemented, and what could be done to ensure progress on all aspects of sustainable development. Responding to the Secretary General's report, the women's caucus called on the Summit to "renognise that the full range of human rights--civil, political, social, economic, cultural and environmental--with specific attention to women, are fundamental and necessary preconditions to sustainable development, and must be promoted and protected."

Women also sought to create their own vision using the priorities outlined in their platform "Women's Action Agenda for a Healthy and Peaceful Planet 2015" and in the official Women's Major Group Dialogue Paper facilitated by the Women's Environment and Development Organisation (WEDO).

Paramount to this vision is gender mainstreaming in all institutions, the development of viable alternative economic models for poverty eradication, greater corporate accountability and sustainable production and consumption processes. In the WSSD process, women demanded gender budget initiatives and gender balance in political decision-making through the 50/50 global campaign. Other key demands included education and training for all, particularly women and girls, political and public awareness-building on the inequitable distribution of resources, demilitarisation and redistribution of military funds and equal access and rights to land and other global public goods. They also wanted guaranteed access to micro-finance and employment for low- income women, ratification and implementation of the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW) and its Optional Protocol and mechanisms for monitoring and evaluation within the United Nations (UN), particularly in those areas that impact women.

Dissatisfied with the Chair's final PrepCom II report, which lacked a comprehensive gender perspective, women found ways to ensure that the implementation measures outlined by the Women's Major Group during the Multi-Stakeholder Dialogue were not forgotten during the Summit. This meant mobilising constituencies at home to keep women on national and regional agendas.

During the Summit, women organised a range of activities. For example, a vibrant space For women to come together, the Women's Action Tent organised by WEDO and the Ilitha Labantu at the NGO forum of the WSSD succeeded in capturing the spirit of the global women's movement. Over 150 groups from around the world participated in tent activities which included the development of tools for gender mainstreaming, integrating gender at the local level, and organising a women's peace train from Uganda to South Africa.

Durant le PrepCom No II du Sommet Mondiel sur le Developpement Durable (SMDD) de fevrier 2001, chaque matin des femmes de toutes les regions du monde se sont rencontrdes au caucus des femmes dans le but d'elaborer des strategies.

L'idee d'un caucus des femmes a ete concue lors du Sommet Mondial de Rio de Janeiro eta emerge comme une methode permettant tous les acteurs de la societe civile de participer aux deroulements du plaidoyer des femmes a Rio ; cette initiative a abouti a l'adoption de 172 references aux femmes et la reconnaissance des femmes comme l'un des Groupes Importants de l'Ordre du Jour No 21, dont l'institution etait l'un des points figurant dans le document final de la conference.

Dix ans plus tard, le caucus permet aux femmes de remettre en question les consequences d'une mondialisation accantuee ainsi qu'un systeme d'inegalites economiques qui assurent la perpetuite de la degradation environnementale dans les pays developpes et en developpement. Suite au rapport du Secretaire General, le Caucus des femmes a lance au sommet l'appel de "reconnaitre que tout l'ensemble des droits humains civils, politiques, sociaux et economiques, culturels et environnementaux inerrant un accent particulier sur lea femmes, represente des conditions fondementaux prealables et necassaires au developpement durable, et qu'il est absolument indispensable de les promouvoir et de les proteger."

Les femmes ont aussi cherche a creer leur propre vision en utilisant les priorites qui ont ete soulignees dans leur plate-forme "l'Ordre du Jour des Femmes en vue d'une Planete Saine et Paisible en 2015" ainsi que dans l'Article officiel relatif au Dialogue du groupe Majeur des Femmes et anime par Women's Environment and Development Organisation, (l'Organisation des femmes pour le Developpement de l'Environnement, (WEDO).

Il est primordial de proceder, dans toutes les institutions, au recentrage de l'egalite entre les sexes et de l'emancipation de la femme, a l'institution de modeles economiques en vue de la reduction de la pauvrete, a une plus grande responsabilisation des societes et des operations de production et de consomption durables. Lors du processus les femmes ont exige la mise en train d'initiatives portant sur la budgetisation de genre. l'egelite entre les sexes dans les politiques de prise de decision au moyen de la campagne mondiale relative a la representation de 50/50. D'autres exigences importantes des femmes comprenaient l'education et la formation pour tous, particulierement pour les filles et les femmes, la conscientisation politique et publique sur la distribution inegale des ressources, la de-militarisation et la redistribution de fonds militaires ainsi que l'acces egal aux droits a la propriete terrienne et aux autres biens publics mondiaux. Elles ont aussi exige la garantie de l'acces aux micro--finances et a l'emploi pour les femmes aux faibles revenus, la ratification et la mise en oeuvre de la Convention sur l'Elimination de toutes les Formes de Discriminations l'Egard des Femmes (CEFDEF) et son Protocole Optionnel ainsi que ses mecanismes de surveillance et d'evaluation au sein de l'ONU, particulierement pour ce qui est des aspects qui touchent les femmes.

Ayant ete decues par le Rapport final de la Presidente sur le PrepCom No II, qui accusait un manque total d'une perspective de genre, les femmes ont trouve des moyens de s'assurer que les dispositions soulignees par le Groupe Majeur des Femmes au cours du Dialogue des Parties Prenantes Variees n'etaient pas mises a l'ecart durant le Sommet. Il s'agissait de mobiliser des collectivites locales pour appuyer le maintien des femmes a l'ordre du jour national et regional.

Durant le sommet, les femmes ont organise plusieurs activites. A titre d'exemple, au forum des ONG, les organisations WEDO et Ilitha Abantu se sont organisees pour captiver l'esprit du mouvement mondial des femmes. Plus de 50 groupes d'a travers le monde ont participe aux activites conduites dans des tentes qui comprenaient l'elaboration des instruments pour le recentrage de genre, le recentrage de genre au niveau local, et elles ont concu un train de la paix allant de l'Ouganda en Afrique du Sud.
