Macro managing.Micro credit and other community-based projects play a role in alleviating poverty and suffering ("Tilting at Windmills," by Charles Peters, December 2006). They are not, however, long-term solutions. After a stint in the Peace Corps Peace Corps, agency of the U.S. government, whose purpose is to assist underdeveloped countries in meeting their needs for trained manpower. The Peace Corps was established in 1961 by executive order of President Kennedy; Congress approved it as a permanent agency within the Dept. of State the same year. Peace Corps volunteers serve for two-year periods. and more than forty years in Latin America and Africa, I would recommend the use of foreign aid foreign aid, economic, military, technical, and financial assistance given on an international, and usually intergovernmental level. U.S. foreign aid programs have included at least three different objectives: rehabilitating the economies of war-devastated countries, strengthening the military defenses of allies and friends of the United States, and promoting economic growth in underdeveloped areas. to establish and strengthen universities throughout the developing world. That would accelerate the production of local scientists, businessmen, teachers, politicians, and scholars who could lead and manage the development process. The World Bank, USAID USAID - Agencia de los Estados Unidos para el Desarrollo Internacional (Spanish) USAID - United States Agency for International Development, and other donor agencies have failed to make this type of investment. Until human resource development becomes the focus of foreign aid, its major beneficiaries will remain foreign aid entrepreneurs and bureaucrats based in the United States and Europe. DR. RONALD A.
