The lease was signed with the Office of Thrift Supervision The Office of Thrift Supervision (OTS) was established as a bureau of the Treasury Department in August 1989 as part of a major Reorganization Plan of the thrift regulatory structure mandated by the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 (FIRREA) (12 U.S.C.A. , a bureau of the U.S. Department of the Treasury. Mitchell Mitchell, city (1990 pop. 13,798), seat of Davison co., SE S.Dak.; inc. 1881. Mitchell is a trade, distribution, and shipping center for a dairy and livestock area. E. Hersh, chief executive officer of Mack-Cali, commented, "This lease demonstrates both the appeal of Harborside to a diversity of businesses as well as our continuing ability to secure long-term leases with credit-quality tenants." Harborside Plaza 5, a recently-developed 980,000 square-foot class A office tower, is 58.3% leased. The 34-story building is located at Harborside Financial Center, a mixed-use complex consisting of 3.6 million square feet of class A office space and hotel, retail and residential facilities.
