MUSEUM PLAN READY FOR PRESENTATION.

The City Council will hear a plan today to open a cultural arts center in the city's former firehouse.

Councilman Steve Veres has expressed concern over the plan, calling the Cultural Arts Center and History Museum unrealistic and questioning Ruelas' and her organization's qualifications.

``None of them have any kind of track record,'' Veres said. ``We have no idea what the quality of work is.''

Under the $110,000 proposal, the museum, which would open in December 2005, would be run by volunteers, including Ruelas, who is named as museum curator CURATOR, persons, contracts. One who has been legally appointed to take care of the interests of one who, on account of his youth, or defect of his understanding, or for some other cause, is unable to attend to them himself.

The rest of the money would come from grants that have yet to be awarded. ``We put together a solid plan,'' said Richard Arroyo, a member of the San Fernando Historic Commission. ``I am not interested in criticism. I just want to move forward on this project.''

The proposal calls for the museum to open three days a week and host art workshops for the community that would go toward paying the rent.
