English declined Friday to comment on her resignation, which she submitted last month.

Muroc trustees are accustomed to dealing with board vacancies. The board has a high turnover rate because trustees are usually spouses of Edwards Air Force Base Edwards Air Force Base, U.S. military installation, 301,000 acres (121,805 hectares), S Calif., NE of Lancaster; est. 1933. ``The board will be deciding how to fill the position, whether by appointment or by election. My guess is by appointment,'' Boullion said.

If the board decides to appoint someone, the district will advertise the position and interview applicants at the board meeting in December, Boullion said.

The person appointed will serve out English's term, which expires in 2004.

``It costs money to run an election, so the likelihood is it will be an appointment,'' James said.
