 has scrapped plans to allow private planes to land and store their cargo on site, citing safety and scheduling hazards.

Capt. Stephen Beal told the regional airport authority Tuesday that 16 missile and rocket storage bunkers and a test-plane launching pad are too close to runways and would force delays in cargo plane cargo plane navión m de carga

``There are liability issues and legal issues,'' he said. ``Airlines require stable schedules. The present design would not make it compatible. At this time, the Navy feels this would not be feasible in the near future.''

The Point Mugu Regional Airport Authority, meeting for the first time in about 1-1/2 years, unanimously voted to accept Beal's recommendation to scrap plans for at least five years.

The decision brings to a close a four-year analysis by Beal's office into how the base could consolidate operations and keep it from being targeted by the federal Base Realignment and Closure Base Realignment and Closure (or BRAC) is a process of the United States federal government directed at the administration and operation of the Armed Forces, used by the United States Department of Defense (DoD) and Congress to close excess military installations and realign  Commission.

The 4,400-acre base remains under capacity, although five squadrons consisting of 1,500 Navy personnel have been added since 1995, bringing the total to nine squadrons and the Air National Guard, or 9,700 people.

``When you ask for a two-hour delay, that is certainly unfair to a business and counterproductive,'' Beal said.

The authority, faced with the option of disbanding, also decided instead to remain active and meet on an annual basis should the opportunity for private landings arise in the future.

``I hate to see this disbanded,'' said Jack Tingstrom, an authority board member. ``Four or five years down the road you could have a different story.''
