About 9:30 a.m., the debris slid onto the freeway lanes from an adjacent construction site, said Vincent Moreno, a state Department of Transportation spokesman.

"There were workers out there and they were doing something, and a certain amount of land gave way," Moreno said. "This hill is at least 100 feet up. It's a big hill."

Throughout this week's rainstorms, mud and rocks had fallen onto nearby Paxton Street. But on Thursday, under clear skies Clear Skies could refer to:

"It was a mixture mostly of mud and water," Moreno said. "It wasn't like a big clump . . . like a traditional landslide."

All lanes of the connector road were closed until shortly after 4 p.m., when crews finished cleaning up the mess, Moreno said.

Caltrans may seek reimbursement of cleanup costs from the construction contractor if its work is found to have caused the slide, Moreno said.
