The proposed fare restructure would be the first in eight years and would take effect Jan. 1, generating up to $50 million annually. The Metropolitan Transportation Authority board is scheduled to discuss the issue at a special meeting Wednesday.

MTA spokesman Marc Littman said the agency faces looming looming: see mirage.  budget problems, including $100 million in additional costs each year to comply with a federal consent decree A settlement of a lawsuit or criminal case in which a person or company agrees to take specific actions without admitting fault or guilt for the situation that led to the lawsuit.

``It's just not working,'' said Littman. ``We can't sustain this. ... We could have raised fares more. ... We haven't.''

But the Bus Riders Union - which has long battled fare hikes and called for 50-cent rides - denounced the changes, saying they will hurt the working poor and minorities who most depend on public transit.

The MTA proposes reducing the cash fare to $1.25 but eliminating 25-cent transfers - meaning riders would have to pay another $1.25 if they needed more than one bus to get to their destination.

It also would do away with the cheaper tokens, which sell in bundles of 10 for $9, providing a 90-cent one-way ride - the cheapest alternative for those without passes.

Instead, the MTA would create a $3 one-day pass.

Under one option being considered, the monthly fares would increase from $42 to $52 for most riders; $20 to $24 for K-12 students; $30 to $36 for college students; and $12 to $15 for seniors and the disabled. Under a second option, rates for students, seniors and the disabled would not be changed.

The MTA opted to consider lowering the cash fare, saying those riders are fewer but contribute more to the overall cash box than those on passes.

Those with monthly passes, for example, break even after 31 rides, but on average they take more than 100 rides each month on the system, Littman said.

``Rather than implement an 'across-the board' increase,' MTA is proposing to make more equitable changes to the fare structure,'' according to according to
