A consent decree is a settlement that is contained in a court order. they entered into nearly a decade ago to settle the group's lawsuit over poor bus service. As the consent decree enters its final year, the union is considering asking the courts for an extension, saying the agency has not complied with court orders to buy more buses or improve service for mostly low-income riders. The MTA, however, wants to avoid further legal oversight, which has left it to spend $1.3 billion since 1986 buying buses and boosting service. The court-appointed special master will be reviewing the MTA's proposal to determine compliance. The mayor made it clear he would not fight the special master's decisions, as previous MTA boards have done. The latest court order requires the MTA to buy at least 134 new buses to expand Metro Rapid - the buses that make fewer stops. The MTA's proposal covers those buses as well as dozens more that are still needed from a previous court order to replace retiring buses. But the union said an additional 250 buses are needed to replace older buses and expand service so Rapid buses come at least every 10 minutes.
