 issued a legal opinion Friday that the Police Commission has the authority to order Police Chief Bernard C. Parks Bernard Parks (born December 7, 1943 in Beaumont, Texas) is a member of the Los Angeles City Council, representing the 8th District in South Los Angeles and former Chief of the Los Angeles Police Department.

Hahn personally endorsed reinstating the program that was dismantled by Parks who believes the SLOs should augment normal patrols and that all officers should be effective community relations 1. The relationship between military and civilian communities.

Parks was out of town Friday and could not be reached for comment.

The council's Public Safety Committee asked for Hahn's opinion whether the City Council can direct the Police Commission to instruct Parks to reinstate the program, after it became clear earlier this month that the chief would not budge on his position.

City Councilman Joel Wachs, also a mayoral candidate, who has been pushing for the program, said he was delighted with Hahn's ruling and that he personally will ask the Police Commission to take up the issue.

``I think this is really imperative,'' Wachs said. ``If ever there was a time when we had to restore public confidence in the department and build police-community partnerships, it's now.''
