Exactly how 2-year-old Jamaia Davis fell into the water has not been disclosed. Sheriff's deputies said immediately after the tragedy that the girl fell as she and her mother were being hoisted off the stalled car by a Fire Department helicopter.

Davis is charged with one count of child abuse with a special allegation that it resulted in death, and second count of child abuse in connection with a 16-year-old girl and a 10-year-old boy, who were also in the car.

Davis, who was being sought on an arrest warrant, was being represented by an attorney from Johnnie Cochran's law firm, officials said. The attorney could not be reached for comment.

The recommended bail is $100,000. Each child abuse count carries a maximum term of six years in prison, and the allegation would bring an additional four years.

A firetruck also tried unsuccessfully to reach them.

A Fire Department helicopter, whose crew had already rescued more than two dozen storm victims elsewhere around Los Angeles County that day, then began lifting the people off the car, fire officials said.

The death illustrates the danger of driving across flooded roads or ignoring traffic barricades, authorities said.

At least four other vehicles got stuck at the same crossing where the toddler died, including a sport utility vehicle and a compact submerged up to their roofs.
