MOST ISSUES SETTLED IN CITIES' ELECTIONS.Byline: Luz Villarreal Daily News Staff Writer There are a handful of provisional ballots to be counted, but they won't make a difference in Calabasas and San Fernando. In San Fernando, Jose Hernandez, a university professor, led the field of six candidates vying for two seats on the City Council. He was the only candidate who served as city councilman and mayor in the past. Silverio Robledo, a bank loan officer, came in second. Both won key endorsements from the local Mexican American Political Association and current City Council members. Robledo also was endorsed by state Assemblyman Tony Cardenas, D-Panorama City. They will be sworn into office March 11, along with City Treasurer Elvira Orozco, who won her seventh term Tuesday. Voter turnout in the city was 28.6 percent. The only change possible to the San Fernando election results is the outcome of the city's library assessment district advisory vote, which asked residents if they would support a property tax to pay for public library services. The measure received 602 no votes and 564 yes votes. In Calabasas, Leslie Devine, an environmental consultant, won re-election for City Council. James Bozajian, a Los Angeles County prosecutor, came in second, followed by Bob Sibilia, an attorney and civic activist, for the two other council seats. Voter turnout was 24 percent in Calabasas. The official results for that race should be available Friday. In Hidden Hills - the only other San Fernando Valley city with municipal elections - the official numbers for the two open council seats were posted Wednesday morning. Longtime incumbent H. Brian Herdeg led the field of three candidates with 237 votes. Larry Gabriel, an attorney, won the second seat with 230 votes. Voter turnout was 28 percent.
