, the president of the Castaic Town Council has asked for more fencing at the jail and other measures to protect residents.

Lloyd Carder, 50, made the requests in a letter to Sheriff Lee Baca Leroy David Baca (b. May 27 1942, East Los Angeles, California) is the Sheriff of Los Angeles County, California.

After graduating from Benjamin Franklin High School (Los Angeles) in 1960, Baca worked his way through East Los Angeles College before starting with the L.A.
. The letter follows a discussion about the escape that Cmdr. Don Rodriguez, who runs the Pitchess jail complex in Castaic, had last month with Carder and the rest of the town council.

``The latest escape is a reminder of how this facility jeopardizes the safety of the residents of Castaic,'' Carder, an engineer by trade who heads the town council, wrote in his letter.

Among Carder's written requests were a system for tracking inmates, such as chip implants, and better coordination between the Santa Clarita Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country,  sheriff's station and jail deputies when an inmate has escaped.

Rodriguez said the Sheriff's Department is working on those things, as well as another of Carder's requests: more fencing.

While chip implants for inmates may be off the table for legal reasons, the department is looking into putting global positioning system Global Positioning System: see navigation satellite.

devices on inmate wristbands, Rodriguez said.

And next year, the department will hire a company to install more razor wire at the jail. Also, the department has hired a consultant to study how security at the jail could be improved. That report is due back at the end of next year.

Carder questioned how sheriff's officials handled the Nov. 9 escape of inmate Felix Melvin Stiglbauer.

``My personal and major concern was the fact that it seemed when it got dark, everyone just went home,'' Carder said.

Stiglbauer was caught the next day -- cold, injured in·jure

``We don't stop the search just because it gets dark,'' Rodriguez said. ``If the inmate escaped at 6o'clock at night, we would search all night. In this one, we had already searched 12 hours.''

Before Stiglbauer, the last escape at the jail had been in July 2005.
