 - not to ticket those who break the rules but to reward the kids who follow them.

Youngsters who are seen wearing proper safety gear and obeying traffic laws will get gift certificates from local merchants as part of the Moorpark Rotary Club's ``Wheel Safe'' Summer Kickoff program, to be held weekdays through June 12.

The deputies will patrol the city from 7:30 to 9:30 a.m. and 2:30 to 4:30 p.m., trying to make contact with students from elementary through high school as they travel to and from campus.

``We wanted to use the time to our advantage to get the word out,'' said Senior Deputy Kory Martinelli. ``When a kid is stopped and gets a reward for doing something right, what is it they are going to talk about all day at school?''

Deputies will be especially alert for in-line skaters and skateboarders wearing helmets, knee pads and wrist guards, and bicyclists riding on the right side of the road.

``It's important for us to get actual patrol deputies out there,'' Martinelli said. ``We want to encourage them to be active with the kids. We want the kids to develop a trust with us.''

Members of the Rotary Club also will ride along to talk to those students the deputies stop. The program also is sponsored by the city of Moorpark, the Moorpark business community and the Moorpark Unified School District A unified school district is a school district which includes both primary school (kindergarten through middle school or junior high) and high school (grades 9-12). In Illinois, these districts are called unit school districts. .

The program is being held near the end of the school year because traffic mishaps and head injuries increase during the summer months, Martinelli said. He could not cite statistics that illustrate what he said is well known among police.

Normally, when deputies spot a teen-ager or child not wearing proper safety gear or breaking traffic laws, they give the youngster a verbal warning Verbal Warning are a punk band from the Nottingham area that played with bands like Conflict, Chumbawumba,Flux of Pink Indians, Rudimentary Peni, Napalm Death and The Subhumans.  rather than a citation.

Even when skaters and skateboarders are caught on private property, the deputies will cite the teen only if the property owner pursues trespassing charges, Martinelli said.

Deputies instead encourage skaters to take advantage of a part-time skating skating: see ice skating; ice dancing; roller skating.
