Change is coming to the Moorpark City Council with a new mayor and possibly two new council members prevailing in one of Ventura County's notable Election Day shake-ups.

The race for two council seats was close with 430 votes separating the top three finishers following Tuesday's unofficial un·of·fi·cial

``Elections are like that, particularly in a bedroom community,'' said Brown, who is completing an unexpired term and previously sat on the council for four years. ``There's always the optimistic op·ti·mist

Councilman Pat Hunter held a solid lead over two strong opponents in the race to succeed Paul Lawrason as mayor.

Behind Hunter in the contest for the seat left vacant by Lawrason were Ventura County Planning Commissioner Michael Wesner and City Councilman Bernardo Perez. Although the election results won't be final for several weeks, Hunter already is deciding priorities and considering working with new council members.

``I think everybody here has the city's best interests at heart and I think different viewpoints and perspectives are helpful,'' said Hunter, who has served on the council the past four years.

Campaign issues included the encroachment An illegal intrusion in a highway or navigable river, with or without obstruction. An encroachment upon a street or highway is a fixture, such as a wall or fence, which illegally intrudes into or invades the highway or encloses a portion of it, diminishing its width or area, but  of urban development in the once rural community; the lack of an urgent care medical facility within the city limits; and anti-crime efforts.

Hunter said his initial priorities are restoring hours and services at the county library branch in Moorpark, and continuing the fight to reduce truck traffic on Highway 118 through the city center.

``We have to look from a more regional standpoint The Standpoint is a newspaper published in the British Virgin Islands. It was originally published under the name Pennysaver, largely as a shopping-coupon promotional newspaper, but since emerged as one of the most influential sources of journalism in the  to solve some of these problems,'' Hunter explained. ``Those are two examples of that: where we need to think about how these problems affect not only our city but also the cities of Thousand Oaks Thousand Oaks, residential city (1990 pop. 104,352), Ventura co., S Calif., in a farm area; inc. 1964.  local real estate agent and community leader, attributed her lead over Brown to aggressive door-to-door campaigning.

If she holds on to the second contested seat, she believes that she can provide balance to the council. ``Certainly bringing a business ability to the council, I don't think, is a negative. I will weigh things with objectivity.''

Brown said she would transform into an outspoken resident in the audience at meetings if she doesn't win re-election.

``I think it's going to be an entertaining council because there's going to be differences of opinion,'' she said. ``I'm going to have a wonderful time watching them.''

Evans said he is confident of winning a council seat. The owner of a trade show management company, Evans said people are mistaken if they assume he will support development at the expense of the community.

``You have to have all the information and consider other viewpoints,'' he said. ``That's the problem, you can't pigeonhole pi·geon·hole

Missing from the action will be Lawrason, the only elected mayor in the city's history. He is retiring and moving with his wife, Connie, to Grass Valley.

``I'm going to miss it. I never really knew until I was there that it was really something I wanted to do as much as I did,'' Lawrason said. ``I know Pat will do a good job.''
