MOBILE-HOME RENT ORDINANCE EXPIRES; MOORPARK COUNCIL DELAYS VOTE ON CONTROLLING SPACE COSTS.

The Wednesday night decision was made after the park owners again threatened to sue the city if the ordinance was extended, Evans said, and just a few hours after angry residents picketed City Hall.

The council voted for the urgency ordinance in April, after residents in Moorpark's largest mobile-home park, Villa del Arroyo, complained about rent hikes. Residents demanded a review of the city's existing law, which allows park owners to raise rents by 4 percent each year, or by the Consumer Price Index, depending on which is higher. The law also allowed owners to raise rents each time a new tenant occupied a space.

Mobile-home residents may own the structure they live in, but they pay rent for space in parks. In eastern Ventura County, those rents are from about $200 to $650, depending on the size of the space and amenities provided by the park.

Not all residents are happy with the council decision, which will allow owners to raise rents between now and the time any new ordinance is completed and voted on.
