MISCIKOWSKI WANTS TO DUMP CONTRACTOR IN CITY PARK PROJECT.

Previously, she was an aide to Councilman Marvin Braude and the Executive Director of the Skitball Cultural Center in its beginning stages.  said Friday she will try to withdraw a $1.7 million construction contract from a firm charged with bilking the city out of $35,000 on another project.

Miscikowski said she will ask the City Council on Tuesday to exercise its power under Proposition 5 to take jurisdiction over the contract away from the Parks Commission so that another contractor can be given the job of building a gymnasium at the Pacific Palisades Palisades, cliffs along the west bank of the Hudson River, NE N.J. and SE N.Y., extending from N of Jersey City, N.J., to the vicinity of Piermont, N.Y., with a general altitude of from 350 ft to 550 ft (107–168 m).  Recreation Center.

``For appearance's sake, as well as everything else, I think it's better to move to have the council award it to another contractor,'' Miscikowski said.

The Recreation and Parks Commission awarded the $1.7 million contract to Guy Construction Co. of Agoura Hills on Feb. 18. The contract was let a day after the City Attorney's Office charged the head of the firm, Moshe Levy Moshe Levy is an author, and a survivor of the Israeli destroyer named "Eilat".

Moshe was born in Iraq in 1948. In 1951, he fled as a child with his parents from Iraq in an airlift organised by Israel, where he now lives with his family.

, and the Parks Commission reaffirmed its decision Wednesday after determining it would be unfair to take away the contract before Levy had his day in court.

In addition, Commission President Steven Soboroff said he did not hear a convincing case to support the criminal charges.

The councilwoman is pressing the case because of ``the concern in the community.''

Residents of Pacific Palisades privately raised $800,000 of the $1.7 million cost of the gymnasium project, and they want to make sure the money is spent appropriately, she said.

``This happens to be a project which the community participated in,'' Miscikowski said. ``It deserves a higher level of scrutiny and concern and starting out in a right direction.''

City bidding rules allow the city to give the contract to the lowest reasonable bid. The next highest bidder HIGHEST BIDDER, contracts. He who, at an auction, offers the greatest price for the property sold.
