, Miscikowski said she was concerned about a public hearing being organized to attack her efforts as costing jobs and endangering security.

``This is not the case,'' Miscikowski wrote. ``I support the goals of safety and security at LAX. It is clear that LAX remains a prime terrorist target and that work needs to be done to harden hard·en

Miscikowski, whose district includes LAX, has questioned some of the plan's security elements, which experts have said are based on technology that either is not in existence or has proven faulty in testing.

``The current security analysis compared a 'pie-in-the-sky' security plan to doing nothing at LAX,'' Miscikowski said. ``We must do better than this - the safety and security of millions of people depend on it.''

She also said the city needed to take immediate action to deal with traffic and runway safety problems at LAX.

Hahn spokeswoman Julie Wong defended the plan to hire additional consultants.

`'Advance planing is essential to the LAX master plan because it will save hundreds of millions of dollars in the long run,'' Wong said. ``We don't want to be eight to 10 months behind from the start when this does get final approval. That alone would cost us $100 million more just in the rate of inflation.''

Public hearings on the plan are under way. The Board of Airport Commissioners and the City Council also will have to sign off on the massive project, which envisions an off-site area for screening passengers and luggage.

Miscikowski said she also was concerned that the plan proceed in a fashion that would allow it to withstand later delays and changes.
