MINING FIRM SAYS IT'S WILLING TO SHRINK PROJECT TMC, CITY MEET TO HAMMER OUT AN AGREEMENT.

SANTA CLARITA Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country,  - Officials from Transit Mixed Concrete offered Wednesday to reduce the size and the scope of their plan to mine Soledad Canyon in their first round of negotiations with city and county officials.

The three-hour closed-door meeting in Santa Clarita mostly dealt with guidelines for the discussions, said Conal McNamara, a deputy for 5th District Supervisor Michael D. Also discussed were the city's lawsuits against the federal of Bureau of Land Management. The city claims the Endangered Species Act The federal Endangered Species Act of 1973 (ESA) (16 U.S.C.A. §§ 1531 et seq.) was enacted to protect animal and plant species from extinction by preserving the ecosystems in which they survive and by providing programs for their conservation.  was violated when the bureau approved the plans for the mine in August. The federal government controls the mineral rights to the land, and will be paid $28 million by TMC over the 20-year lease.

The City Council has set aside $1.2 million to fight the mine, which it contends will choke the freeways with traffic, pollute the air, harm the Santa Clara River, threaten the valley's water supply and weaken the area's economy.

City officials declined to discuss the proposal, as did Diane Terito, the president of the Acton-Agua Dulce Town Council, an advisory body to the supervisors.

However, TMC officials say without the mine, a shortage of sand and gravel - the raw ingredients of concrete - will cause construction projects to grind to a halt.

Brian Mastin, TMC's environmental affairs manager, also declined to discuss the proposal.
