 is scheduled Tuesday to issue a final rejection of plans for a massive sand and gravel mine in Soledad Canyon Soledad Canyon is a long narrow canyon / valley located in Los Angeles County, California between the cities of Palmdale and Santa Clarita. Soledad Canyon contains the localities of Vincent, Acton, Ravenna, and Agua Dulce. , just outside the city of Santa Clarita.

In February, the supervisors found that the traffic studies performed for Transit Mixed Concrete's 56.1 million-ton mine proposal did not properly analyze the affect of more than 700 daily truck trips on Soledad Canyon Road.

TMC spokesman Brian Mastin declined to comment.

TMC officials' refusal to allow further review of the environmental impact report by the county or the public prompted the supervisors to reject the surface mining permit application.

In January, TMC sued the county, saying the supervisors have overstepped their authority under federal mining law by delaying the process.

TMC officials have repeatedly said that because the Bureau of Land Management has already accepted the company's proposal, county officials cannot significantly alter the company's plans.

A spokesman for the federal agency could not be reached Thursday. The bureau's approval requires that TMC receive a county mining permit, but asserts the supremacy of federal mining law.

Under the terms of the contract, TMC will pay the federal government $28 million for the right to mine the land south of the Antelope Valley Freeway The Antelope Valley Freeway is a freeway in Los Angeles and Kern counties in southern California.
