Maurice Suh, deputy mayor for homeland security and public safety in Los Angeles, also said the money has been spent carefully and only after open discussion. ``We've spent only a fraction of the money for the responsibilities we've been given,'' Suh said. ``We're at the level of ... needs of areas already identified. These are not just in some classified report, but have been (disclosed) publicly. We've only addressed what we've been told are real threats.'' The additional $97 million in federal money allocated to Los Angeles through the state Homeland Security Grant Program has paid for gas masks with filtration systems, portable radios, first-responder vehicles, generators, radiation detectors and other equipment. Bertelli said the state has yet to audit those grants. Los Angeles Harbor has received $26.6 million in federal port-security grants -- just a fraction of what's needed for cargo-scanning and improving security of shore and water perimeters, said George Cummings, director of homeland security at the port. Working with their Port of Long Beach counterparts, officials have identified at least $150 million more in needed security projects. ``The fact that airports get enormous resources and seaports don't is a function of how reactive our society is,'' said Jon Haveman, a contributing editor and researcher at the Public Policy Institute of California Public Policy Institute of California is an independent, nonpartisan, non-profit research institution.
