METALCLAD ANNOUNCES THE ACQUISITION OF A MEXICAN HAZARDOUS WASTE LANDFILL

NEWPORT BEACH, Calif., Oct. 13 /PRNewswire/ --Metalclad Corp. (NASDAQ: MTLC), engaged in the development of hazardous waste treatment facilities in Mexico and industrial insulation services in Southern California, announced today that it has completed the acquisition of a hazardous waste landfill in the State of San Luis Potosi, Mexico. An option on this 2,200 acre facility, La Pedrera, was acquired on April 23, 1993. Before the acquisition could be completed, it was necessary to finalize engineering design, obtain financing and receive the final operating permit from the Instituto Nacional de Ecologia (INE), the Federal environmental agency responsible for permitting waste facilities in Mexico.
The operating permit was issued by the INE on Aug. 10, 1993 and last Thursday, Oct. 7, 1993, representatives from the INE were in San Luis Potosi to meet with the Governor, visit the facility and explain the importance of waste facilities in the overall programs for improving the environment throughout Mexico.
Harding Lawson & Associates (HLA), the project engineers of record, have completed the design which represents state-of-the-art systems for hazardous waste treatment and controlled landfills. The La Pedrera facility includes an inorganic treatment and neutralization unit, a solidification unit and landfill cells with double liners, leachate detection and collection systems. Operating standards and procedures are equivalent to those mandated in the United States under the Resource conservation and Recovery Act (RCRA).
The company has implemented a community awareness program which is designed to communicate the high degree of safety and environmental standards being employed. Metalclad's program identifies the close and open relationship intended with the community, the economic benefits relevant to its operation and the positive environmental impacts.
Fully developed, the facility is expected to cost $6.2 million and will be capable of handling in excess of 10,000 tons of hazardous waste per month. Financing for the facility was obtained from CVD Financial (AMEX: CVL), an affiliate of Conversion Industries Inc., Pasadena, Calif. (AMEX: CVD). Along with this financing comes a relationship with Conversion Industries that will enable future financing if necessary. John P. McGrain, chairman of Conversion, stated, "We are excited to participate in the financing of this project as it represents our first entry into the expanding Mexican market."
The acquisition of this facility fits in strategically with the company's goal of becoming an integrated waste management company capable of handling all types of hazardous wastes. On Feb. 25, 1993 the company received a permit from the INE for the construction of a high temperature incinerator for hazardous materials. The company is in the process of finalizing the design of this facility and has received a detailed engineering report and proposal for its construction from a major European hazardous waste engineering, construction and manufacturing company. Negotiations with a potential joint venture partner are ongoing. The company also reported that the recently announced consulting subsidiary known as Consultoria Ambiental Total, S.A. de C.V. (CATSA) has opened an office in Mexico City and begun revenue producing operations.
