MEETING SET ON PERSONNEL MANAGER DEPARTURE FUELS SPECULATION.

THOUSAND OAKS Thousand Oaks, residential city (1990 pop. 104,352), Ventura co., S Calif., in a farm area; inc. 1964. Avocados, citrus, vegetables, strawberries, and nursery products are grown.  - The Thousand Oaks City Council is scheduled to meet in a closed session Tuesday to consider personnel matters, possibly in connection with the planned departure next month of City Manager Phil Gatch.

Mayor Claudia Bill-de la Pena and other supporters want Gatch to remain on the job, calling him a guardian of the city's development standards. They have raised concerns he might have been pressured to resign by someone on the council.

But other city officials say Gatch is simply retiring after a 38-year career with the city.

The mayor and other council members have refused to discuss the specifics of the recent closed-door personnel meetings.

The controversy over Gatch's departure prompted the council late Friday to ask the District Attorney's CERTIFICATE, ATTORNEY'S, Practice, English law. By statute 37 Geo. III., c. 90, s. 26, 28, attorneys are required to deliver to the commissioners of stamp duties, a paper or note in writing, containing the name and usual place of residence of such person, and thereupon, on paying certain  Office to investigate whether public officials had violated vi·o·late

Gatch said in a March letter to the council that he planned to take a leave of absence May 6 and officially leave his office at the end of June. However, Bill-de la Pena and Councilman Ed Masry said they hoped he could be persuaded to stay on.

``Phil Gatch has been an extraordinarily great city manager,'' said Masry, who has refused to answer questions of whether Gatch was pressured.

Bill-de la Pena moved last Tuesday Last Tuesday is a Christian melodic punk rock band hailing from Harrisburg, Pennsylvania. They played their final show on March 10th, 2007. Last Tuesday was formed in 1999 in Harrisburg, P.A.  to appoint an outside attorney to investigate whether city laws had been violated in connection with Gatch, but her motion was defeated 3-2, although the council unanimously requested the Brown Act inquiry.

``I thought an investigation would help repair the morale in City Hall and the community,'' said Bill-de la Pena, noting a number of Gatch's supporters have expressed concerns about him at recent City Council meetings.
