MECHANICS SET FRIDAY VOTE ON MTA PROPOSAL.

 mechanics will vote Friday on the agency's final contract offer, but with their union president recommending a no vote, there's little chance the 21-day transit strike will end soon.

Entering its fourth week today, the strike has cut bus and train service for more than 400,000 primarily poor public transit users. Buses could be rolling again within three days if mechanics approve the MTA's final offer or if the MTA agrees to binding arbitration - neither of which seems likely.

,'' said Silver. ``If MTA's really that concerned about getting back on their buses, I don't want to stand in their way. We'll find out who cares.''

The MTA reiterated its opposition to binding arbitration, saying it refuses to turn its spending decisions over to a third party. But it welcomed the ATU's decision to have workers vote on its contract offer.

``Take it to a vote. Come back to work,'' MTA spokesman Marc Littman said.
