MEASURE L WOULD AFFECT LAUSD BOARD.

Byline: PAUL CLIFTON

Staff Writer

Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  Unified school board members would be subject to term limits and caps on campaign contributions under a measure on Tuesday's ballot that would transform how the panel operates.

Under Charter Measure L, candidates for the seven-member board could accept a maximum $1,000 from each contributor.

And beginning in May, board members could serve a maximum of three four-year terms. Members sitting on the board when the provision takes effect could serve three more terms.

In addition, a committee would be created to set and review members' salaries, a step that could eventually transform the board from part- to full-time status.

"It would be a pretty significant change in the school board because full-time people have different expectations than part-time people," said Raphael Sonenshein Raphael J. Sonenshein (born 1949) is a professor of political science at California State University, Fullerton. Teaching at the college since 1982, Sonenshein holds a bachelor's in public policy from Princeton University and a doctorate in political science from Yale University. , a political science professor at California State University, Fullerton California State University, Fullerton, commonly known as CSUF, CSU Fullerton, or Cal State Fullerton, is a part of the California State University system. "The question should be what's right for governing the school district, not what's most comfortable to the board members."

The salary committee would be composed of two members appointed by the Los Angeles City Council The Los Angeles City Council is the governing body of the City of Los Angeles, California, United States.  president, two by the Los Angeles mayor, and one each by the Board of Supervisors chair and the mayors of the two clusters of non-Los Angeles cities in the district.

Amendment L is similar to Measure R, which passed in November and allows Los Angeles City Council members to serve three four-year terms. It also limits campaign contributions to $500 from a single source.

Sonenshein criticized the salary provision of MeasureL, noting that the amount paid to school board members would not be subject to voter approval. But others say it's time board members' salaries better reflected the time they spend on district business.

"We need to examine the role and responsibility board members have and compensate them accordingly," said City Councilman Jose Huizar, a former school board member who sponsored MeasureL. "I believe more should be paid to board members who are willing to give their full attention to the issues ahead of them."

Turning over the board every 12 years would add fresh perspectives, Huizar has said.
