To entice the program to California, Runner was able to include tax credits for the program in the state budget. Those tax credits are for employees hired in California, and machinery and equipment purchased in the fighter manufacturing process.

That incentive applies not only to the prime contractor, but also to subcontractors across the state doing component parts for the aircraft. Subcontractors will manufacture 60 percent to 70 percent of the airplane.

``If the decision is base purely on merit we would win hands down. There are political ramifications ramifications nplAuswirkungen pl  we have to overcome,'' said Cameron Smythe, an aide to Knight. ``We have to get more members of the California delegation out here and see it first hand.''
