 Tom McClintock Thomas Miller "Tom" McClintock (born July 10, 1956 in White Plains, New York) is a California State Senator. McClintock, R-Granada Hills, wants the state to compare the efficiency of building car-pool lanes to providing extra pavement pavement, the wearing surface of a road, street, or sidewalk. Cobblestones were common from late medieval times into the 19th cent.  for everyone - which no one bothered to do before setting aside hundreds of freeway miles for car pools.

``We now have diamond lanes on every critical highway link in California, without anyone asking the question, Is this an efficient way to move traffic?'' McClintock said.

McClintock had introduced a bill to require the state Department of Transportation to study each proposed new lane before embarking on new car-pool lane projects.

At a hearing Monday, he agreed to modify the measure, AB 2140, to simply require a single statewide study of the issue. The amendments helped get the measure through the Assembly Transportation Committee, which approved the bill on a vote of 11-0.

Supporters of the measure said that with so few drivers using car-pool lanes, commuters would be better off with a regular lane that would take a full share of the traffic.

``They'll find that it increases mobility and decreases pollution,'' said Wayne King of Drivers for Highway Safety.

Neither Caltrans nor the Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  County Metropolitan Transportation Commission - which approves funding for car-pool lane projects in the county - have taken a position on McClintock's measure.

But Caltrans has dozens of car-pool lanes in place around the state and plans to build even more over the next 11 years.

``Car-pool lanes are a tool the state does utilize to try to improve movement across heavily traveled sections of the system,'' said Jim Drago, a Caltrans spokesman.

Los Angeles County has 159 miles of car-pool lanes operating on more than a dozen freeways, and plans call for a total of 317 miles of car-pool lanes to be built in the region. But McClintock said many people in the lanes aren't really car-pooling, they just happen to have a second person in their car.
