MAYORS SEEK ROAD MAP OUT OF POVERTY CITY.

Mayor Antonio Villaraigosa Antonio Ramon Villaraigosa (born Antonio (Tony) Ramon Villar, Jr. on January 23, 1953) is the mayor of Los Angeles, California. He is the first Latino mayor of Los Angeles since Cristobal Aguilar in 1872.  today will convene a special panel with more than a dozen mayors from around the country to develop a national policy on reducing poverty.

Villaraigosa, selected to head the Poverty, Work and Opportunity Task Force for the U.S. Conference of Mayors, will highlight efforts in Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  - including education, job training and aid programs - and compare how other cities are dealing with the problem.

``The primary issue is those in the working poverty area, the people who are at the bottom of a failed system,'' said Torie Osborn, a special adviser to the mayor. ``The thrust of this is to deal with the working poor and get them on a path to the middle class.''

Osborn said the meeting at the Biltmore Hotel Biltmore Hotel is the name of a hotel chain created by hotel magnate John McEntee Bowman.

The name evokes the Vanderbilt family's Biltmore Estate, whose buildings and gardens within are privately owned historical landmarks and tourist attractions in Asheville, North

It is the largest city in Nevada and the center of one of the fastest-growing urban areas in the United States.  at which the mayors hope to develop an initiative that could prompt national debate and legislation.

Deputy Mayor Larry Frank said Los Angeles has begun to identify a number of long-term programs to increase available jobs and training - particularly for young people.

Frank said the city is creating work force centers in the Pacoima and South Los Angeles South Los Angeles is the official name for a large geographic and cultural area lying to the southwest and southeast of downtown Los Angeles, California. The area was formerly called South Central Los Angeles, and is still sometimes called South Central.  areas to try to link potential employees with jobs.

Frank said Villaraigosa and the City Council also want to boost the summer youth jobs program.

 there were 33,000 summer jobs,'' Frank said. ``In Los Angeles, there were 2,900. We have begun to look at this in terms of the school system, which in five years is going to return completely to a traditional school-year calendar.

``When that happens, it means we are going to have a lot of young people out there with nothing to do during the summer and no jobs. We need to have a dramatic increase in the jobs available.''

One program being developed would link minimum-wage jobs with young people who stayed in school but were unable to pass the final exit exam.

Frank said the mayor will ask businesses to participate in the program by offering jobs on a continuous basis and working with the school district to provide more training.

Frank said the city also will expand programs to help women-owned and minority-owned firms win more city business.
