MAYORAL CANDIDATES REACH OUT TO VALLEY HAHN, VILLARAIGOSA MAKE SEPARATE APPEALS FOR SUPPORT IN RUNOFF ELECTION.

``I'm here to listen,'' Villaraigosa said. ``The one thing I can promise you if I am elected is that I will not be afraid to come here and meet with you. I will be all over this city.''

Villaraigosa told the neighborhood leaders that he would not support a blanket limit on development, but said he would consult with them and neighborhood councils Neighborhood councils are governmental or non-governmental bodies composed of local people who handle neighborhood problems. If elected, Villaraigosa - like Hahn - said he would make public safety his top priority, but he believes that the mayor has not managed the city well.

I understand that. The first thing the next mayor has to do is restore trust with the community.''

Earlier in the day, Hahn and former Assembly Speaker Hertzberg held their first face-to-face meeting since the March 8 primary, in which the mayor edged out Hertzberg by fewer than 6,000 votes.

Neither would discuss the specifics of their luncheon meeting at Art's Deli, but a Hahn campaign aide described it as a chance for the two to talk about the future of Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850. .

``It gave them an opportunity to have an exchange of ideas,'' consultant Kam Kuwata said. ``If it will lead to an endorsement, no one knows at this point.''

Hertzberg already has met with Villaraigosa. However, he has not yet indicated whether he will make an endorsement in the May 17 runoff.

Kuwata predicted that this year's runoff will be a repeat of the 2001 contest between Hahn and Villaraigosa, with Valley voters holding the key to victory.

In 2001, Valley voters went for Hahn by a 57-43 percentage margin over Villaraigosa.

But Villaraigosa has said he believes Valley voters will view him differently now than four years ago, based on his record as a city councilman and Hahn's record as mayor.

Close said it is one of the differences between the two.

``We know what Mayor Hahn's record is,'' Close said. ``We are hearing promises from Villaraigosa.''

Kuwata said the Hahn campaign will be targeting Republicans and moderate Democrats, as it did in 2001.

``We think they will respond well to what the mayor has done in reducing crime, in changing the Police Department from a point to where we now have full classes and are adding officers instead of losing police,'' Kuwata said.

``Antonio Villaraigosa is a self-described liberal and I'm not sure if his proposals will sell in the Valley.''

Close said he had not heard from Hahn - whom he endorsed four years ago - but would be willing to set up a similar meeting for the mayor with local leaders.

``From what I can see, the mayor isn't doing much of anything to court the San Fernando Valley,'' Close said.

Kuwata said the mayor did meet last week in Toluca Lake with residents and has several other events planned leading up to the election.

``The mayor is calling on several people from all over the city each day,'' Kuwata said.
