 - interrupted by the roar of jets overhead - Villaraigosa said the commissioners' top priorities are security and safety, but that he also wants them to look at spreading traffic more equitably among Southern California's airports.

``You have heard me say that when you fly into Washington, D.C., there are three airports,'' Villaraigosa said. ``When you fly into New York City New York City: see New York, city.

City (pop., 2000: 8,008,278), southeastern New York, at the mouth of the Hudson River. The largest city in the U.S.
, there are three airports. It makes no sense to have only one airport serve all of Los Angeles.

``I chose this area on purpose to hold this announcement so you can see what the residents who live here must live with every day. Los Angeles is willing to take our share, but we believe all of Southern California needs to shoulder some of the burden.''

And Villaraigosa said the same principle will apply to operations at Van Nuys Airport Van Nuys Airport (IATA: VNY, ICAO: KVNY, FAA LID: VNY) is a public airport located in Van Nuys, California in the San Fernando Valley, within the Los Angeles city limits. , the nation's busiest general-aviation facility in the nation.

, we will be bringing jobs throughout the region.''

The nominees include Walter Zifkin, a current airport commissioner, and Alan Rothenberg, an attorney who organized the 1994 World Cup and served as president of the U.S. Soccer Federation. He is Villaraigosa's choice to serve as president of the commission.

The two nominees from the San Fernando Valley are Joe Aredas of Arleta, who is vice president of the California Labor Federation, AFL-CIO AFL-CIO: see American Federation of Labor and Congress of Industrial Organizations.

; and Sylvia Patsaouras of Tarzana, who is manager of the Environmental Planning Division of the Southern California Association of Governments.

``We live under the flight path for Van Nuys, so I know firsthand about the issues there,'' said Patsaouras, whose husband, Nick Patsaouras, was active in the creation of the Metropolitan Transportation Authority.

``I think regionalization regionalization Managed care The subdivision of a broadly available service–eg, a blood bank, into quasi-autonomous regional centers, capable of making decisions and providing more cost-effective and/or faster service to hospitals and health care facilities,  is the main thing we have to look at with LAX and Van Nuys. We need to find a way to give incentives to have people use other facilities.''

Villaraigosa also nominated Valeria Velasco of Playa playa

del Rey, who is president of a Regional Solution to Airport Congestion, which is suing the city over the proposed $11 billion LAX modernization plan approved under former Mayor James Hahn.

Velasco, an attorney, said she would step down from RSAC (Recreational Software Advisory Council) A non-profit organization established to rate game software and online content that was folded into the Internet Content Rating Association (ICRA) in 1999.  if Villaraigosa asks her or if there is a conflict in her role as a commissioner.

Villaraigosa said he has been advised that negotiations are under way on a possible settlement of the lawsuit. The mayor and RSAC support elements of the plan dealing with runway improvements and terminal renovations, but oppose a plan for a centralized passenger and baggage screening center at Manchester Square.

The final nominees are UCLA UCLA University of California at Los Angeles
UCLA University Center for Learning Assistance (Illinois State University)
UCLA University of Carrollton, TX and Lower Addison, TX
Professor Fernando Torres-Gil - who lives downtown and has served on commissions for former Mayors Tom Bradley and Richard Riordan - and attorney Michael Lawson.

The appointments are subject to confirmation by the City Council.

Later Villaraigosa joined Councilman Tom LaBonge in North Hollywood and drove a street-paving machine along Burbank Boulevard, marking the road's first resurfacing in 51 years. The stretch between Vineland Avenue and Lankershim Boulevard is expected to be completed this week.

LaBonge noted that the secession battles were fought in part because Los Angeles' shabby streets couldn't compare to those in more well-kept cities nearby.

``It's very important to fix streets and neighborhoods,'' LaBonge said. ``We just told the bureau we want to move it.''
