``It just seems to me rather ironic. . . . We have an operating facility that's functioning and working for something that's a question mark,'' said Parks, who is also a city-appointed member to the open-space board.

The conservation agency's staff has proposed three alternatives for creating a permanent equestrian center on a portion of the 326-acre ranch known as Olympia Farm.

Those are:

A 90-horse facility, without a ``rental string'' for occasional rentals.

A 180-horse stable with 25 rental horses and 40 cattle for penning exercises.

A larger facility for 220 horses.

The facility would be located about a half-mile up the road from Two Winds Ranch, whose lease is set to expire expire /ex·pire/ (ek-spi´er)

Parks envisions expanding the ranch operation at the Two Winds site and adding some new facilities for public use.

Conservation agency staff said Thursday that new options could be considered, including keeping the equestrian center at the Two Winds location.

Coordinator Mark Towne said the agency had originally considered the Two Winds location, but opted to move forward on plans for the Olympia Farm site, which is more secluded se·clud·ed
